Over 80 percent of the cotton imported into Japan is spun and woven into textiles that are absorbed by the Japanese market; the remainder is made into exported textiles. Japan is one of the world's largest consumers of cotton and other textiles. Per capita consumption of all fibers by Japan consumers doubled from the late 1950's to early 1970's and is one of the world's highest. In fact, Japan's per capita consumption of cotton, kilograms, is well above the United States kilograms, although its total for all fibers including manmade fibers, kilograms, is below the United States figure of kilograms. The Japanese domestic market for textiles, how ever, has been stagnant since 1972, and the per capita offtake since then has been well below the 1970-1973 level. Factors responsible for the slump have been a slowdown in the rate of expansion of the Japanese economy, a rising proportion of exported goods and services in Japan's Gross National Product (gnp), leaving a reduced share for domestic consumption, and increased competition from other goods and services for the purchasing power of the Japanese consumer. From 1972 to 1976, personal expenditures for clothing at constant prices rose only 12 percent compared with 10 percent for food, 30 percent for fuel and light, 41 percent for rent, 27 percent for housing, and 38 percent for miscellaneous.
