Since the region is likely to remain significant in terms of maritime commerce, a better understanding of the law and regulations is required. The Maritime Laws of Arabian Gulf Cooperation States is intended as a guide not only for lawyers concerned with maritime law in the Gulf region, but also for all sectors of the shipping community with an involvement in the region. After a brief description of the historical maritime and legal background, Volume I discusses in detail the operation and application of GCC maritime law. The major areas are analysed and placed in the context of the accepted regime of international maritime law. The author finally draws some important general conclusions and looks to the future of maritime law in the Gulf - including the movement for the unification of the laws of the GCC. Volume II of the work contains translations of the major GCC maritime legislation as well as tables of International Conventions that have been ratified by the GCC States.

Book excerpt: In June 2017 a wide-ranging and protracted dispute between several members of the Gulf Cooperation Council (GCC) simmered over into the public sphere with the United Arab Emirates (UAE), Bahrain and Saudi Arabia all severing diplomatic ties with Qatar. This diplomatic dispute is accompanied by a number of port state and coastal state measures which includes the denial of the use of ports and the denial of innocent passage to vessels either linked to Qatar or carrying cargo linked to Qatar. This paper will use the current law of the sea framework to analyse the legality of the UAE's, Bahrain's and Saudi Arabia's Qatar-related restrictions upon international shipping. This paper concludes that in both cases the three GCC states have a valid jurisdictional basis to adopt such measures, but the limitations of customary international law and the United Nations Convention on the Law of the Sea (UNCLOS) are arguably not being followed. The conclusion also touches upon whether the compulsory dispute settlement procedure found in Part XV of UNCLOS presents another avenue for flag states to challenge the restrictions on innocent passage imposed by Saudi Arabia and Bahrain as parties to UNCLOS.

After the derailment of the negotiations for the Free Trade Agreement (FTA) in 2008, the cooperation between the two regional blocs has remained low-key in a number of different areas, while the unprecedented changes that have taken place in North Africa and the Middle East, the common neighbourhood of the EU and the GCC, have not led to a renewed, structured cooperation on foreign and security policy issues. This volume addresses the shortcomings and potential of EU-GCC relations by taking stock of their past evolution and by advancing policy recommendations as to how to revamp this strategic cooperation. In this light, it highlights the areas where greater room for manoeuvre exists in order to enhance EU-GCC relations, discusses the instruments available and sheds light on the features of the regional and international context that are likely to significantly influence the new phase in the mutual relation between the two blocs. The book is the result of the research conducted in the framework of the project ‘Sharaka – Enhancing Understanding and Cooperation in EU-GCC Relations’ co-funded by the European Commission.
