Book excerpt: Part 1 of 2 Welcome to the 33rd edition of The Management of Security Cooperation produced by the Defense Institute of Security Assistance Management (DISAM). DISAM serves as a Defense Security Cooperation Agency (DSCA) institution to provide consolidated professional training and education for the security cooperation workforce. Since its initial publication in the spring of 1980, this textbook has been commonly referred to as the "Greenbook" by virtue of its green cover. This Greenbook edition, at the time of publication, incorporates the most current information available regarding security assistance and security cooperation programs. It explains the wide range of DOD activities and relationships involved in developing and managing various types of security cooperation programs, including "Building Partner Capacity" programs, in addition to the traditional Department of State (DOS) security assistance programs. Readers should be aware that the Greenbook is an academic document. It is intended to function as a resource to aid in the instruction and understanding of the multi-faceted and highly interactive world of security cooperation. It does not set policy, precedent, or procedures. The views, opinions, and conclusions expressed or implied herein are those of the authors or editors and are not to be construed as representing official policies of the US government or any of its departments and agencies.

Book Exporting Security

    Book Details:
  • Author : Derek S. Reveron
  • Publisher : Georgetown University Press
  • Release : 2016
  • ISBN : 1626163324
  • Pages : 268 pages

Download or read book Exporting Security written by Derek S. Reveron and published by Georgetown University Press. This book was released on 2016 with total page 268 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is a thoroughly revised second edition of a book that we published in 2010. Exporting Security is about the US military's role in military-to-military partnerships, such as helping to support and train foreign militaries, and about the US military's role in missions other than war, ranging from diplomacy, to development, to humanitarian assistance after disasters or during epidemics. Reveron is a proponent of these non-warfighting missions because he views them as an economical way to promote human security and regional security in trouble spots, which he says is in the US national interest. He also sees these efforts as making it less likely that the US will feel compelled to intervene directly in hot spots around the globe if our partners can maintain their own security or if humanitarian disasters can be averted. This second edition will take into account the Obama administration's foreign policy, the poor legacy of training the Iraqi army, the implications of more assertive foreign policies by Russia and China, and the US military's role in recent humanitarian crises such as the Ebola epidemic in West Africa--

The findings contribute to a better understanding and management of anticipated challenges and sources of instability in post-Brexit Europe.

Download or read book Institutional Foundations of Federated Defense written by Stephanie Sanok Kostro and published by Rowman & Littlefield. This book was released on 2015-01-22 with total page 25 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report focuses on the institutional foundations that enable—or, at times, hinder—federated approaches to defense. Successful defense collaboration in a budget-constrained environment is predicated on the ability and willingness of the United States to provide assistance and/or equipment to allies and partners. Accordingly, the report describes the context for refining US institutional foundations, as well as findings in key issue areas, such as priorities/strategic guidance, foreign military sales, export controls, technology security and foreign disclosure, and acquisitions and requirements processes. The report also includes actionable recommendations on how the United States and its partners could integrate their defense capabilities in support of shared interests.

Book A Capabilities based Strategy for Army Security Cooperation

Download or read book A Capabilities based Strategy for Army Security Cooperation written by Jennifer D. P. Moroney and published by Rand Corporation. This book was released on 2007 with total page 120 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study outlines a planning framework for cultivating multinational force compatibility (MFC) with armies that are not traditional allies. Such coalition partners are increasingly important to the Army in the post-9/11 security environment. Multilateral military operations are often now conducted by coalitions of the willing rather than by alliances, and many of these ad hoc coalitions include key contingents that have no history of sustained peacetime cooperation with the U.S. Army. The Army has only very limited resources available to enhance compatibility with non-allied partner armies, especially compared to the resources devoted to compatibility with traditional allies such as the United Kingdom. The challenge of enhancing compatibility and building partnership capacity with non-core partner armies therefore requires an innovative approach to planning.
