Unlike America's affirmative action, Malaysia's version is far more aggressive and pervasive and has been remarkably successful in creating a sizable and stable Bumiputra (indigenous group) middle class. The price tag is significant: distortion of freemarket dynamics and consequent inefficiency. Perversely, the policy impairs rather than strengthens Bumiputras' ability to compete. In contrast to quotas and other set-aside programs that are the hallmark of the current policy, the writer presents an alternative strategy aimed primarily at enhancing Bumiputra competitiveness. The proposed approach would not negatively impact the economy nor interfere with the freemarket. Equally important, it would not arouse resentment from other Malaysians. The first objective would be to modernize the nation's archaic educational system to emphasize English, mathematics, the sciences, and technical training. Secondly, the influences of religious and royal institutions must be curtailed, and the rates of urbanization and population growth reduced. The primary objective is in enhancing competitiveness, not on meeting arbitrarily picked numerical goals and targets.

Book excerpt: Few challenges to the modern dream of democratic citizenship appear greater than the presence of severe ethnic, religious, and linguistic divisions in society. With their diverse religions and ethnic communities, the Southeast Asian countries of Malaysia, Singapore, and Indonesia have grappled with this problem since achieving independence after World War II. Each country has on occasion been torn by violence over the proper terms for accommodating pluralism. Until the Asian economic crisis of 1997, however, these nations also enjoyed one of the most sustained economic expansions the non-Western world has ever seen. This timely volume brings together fifteen leading specialists of the region to consider the impact of two generations of nation-building and market-making on pluralism and citizenship in these deeply divided Asian societies. Examining the new face of pluralism from the perspective of markets, politics, gender, and religion, the studies show that each country has developed a strikingly different response to the challenges of citizenship and diversity. The contributors, most of whom come Southeast Asia, pay particular attention to the tension between state and societal approaches to citizenship. They suggest that the achievement of an effectively participatory public sphere in these countries will depend not only on the presence of an independent "civil society," but on a synergy of state and society that nurtures a public culture capable of mediating ethnic, religious, and gender divides. Book excerpt: Since the fall of President Suharto in May 1998, Indonesia, the third largest country in Asia, has been facing a political, economic and social crisis. Racial and religious clashes, culminating in riots, burning and chaos, have become a daily event throughout the country. There are signs that this multi-racial, multi-religious and multi-cultural country may disintegrate just as Yugoslavia and the Soviet Union. There are two major reasons why Indonesia is facing the crisis. First, Suharto failed to keep the balance of power between the armed forces and Islam, just as Sukarno had failed in his interplay of strength between Communism and the armed forces. When the balance was tilted, chaos and disasters followed. The second reason is that the Indonesian people, at least a section of them, have lost the spirit of tolerance -- symbolised in the Indonesian state crest, Bhenneka Tunggal Ika ('Unity in Diversity') -- which is so vital in a multi-religious and plural society. The mass killing of thousands of ethnic Chinese on 13 May 1998; the appearance of mysterious 'ninja' murders, the burning of churches and mosques, and the religious clashes between Christians and Muslims in Ambon have all indicated that this spirit of tolerance which was once so strongly imbedded in the Indonesian culture is fast evaporating. There seems to be no more rule of law in the country. The cry for 'jihad' among the Muslims in Jakarta, to take revenge on the Christians in Ambon, is making the more moderate religious leaders panicky. There is a tendency among the Indonesians to take the law into their own hands. Some extreme Muslims even hope to establish an Islamic State of Indonesia.
