These studies address in a systematic way fundamental alternatives to organizing protests and outline in detail options for structuring units of social movement. The Women’s March, held the day after Trump’s inauguration, may have been the largest in American history, and resonated around the world. Between Trump’s tweets and the march’s popularity, it is clear that displays of anger dominate American politics once again. There is an extensive body of research on protest, but the focus has mostly been on the calculating brain—a byproduct of structuralism and cognitive studies—and less on the feeling brain. James M. Jasper’s work changes that, as he pushes the boundaries of our present understanding of the social world. In The Emotions of Protest, Jasper lays out his argument, showing that it is impossible to separate cognition and emotion. At a minimum, he says, we cannot understand the Tea Party or Occupy Wall Street or pro- and anti-Trump rallies without first studying the fears and anger, moral outrage, and patterns of hate and love that their members feel. This is a book centered on protest, but Jasper also points toward broader paths of inquiry that have the power to transform the way social scientists picture social life and action. Through emotions, he says, we are embedded in a variety of environmental, bodily, social, moral, and temporal contexts, as we feel our way both consciously and unconsciously toward some things and away from others. Politics and collective action have always been a kind of laboratory for working out models of human action more generally, and emotions are no exception. Both hearts and minds rely on the same feelings racing through our central nervous systems. Protestors have emotions, like everyone else, but theirs are thinking hearts, not bleeding hearts. Brains can feel, and hearts can think.

However, events following the recent G20 protests in April 2009 make this a particularly timely work. Setting out and explaining in detail the domestic legal framework that surrounds the right of peaceful protest, the book provides the first extensive analysis of the Strasbourg jurisprudence under Articles 10 and 11 of the European Convention on Human Rights, offering a critical look at recent cases such as Öllinger, Vajnai, Bukta, Oya Ataman, Patyi and Ziliberberg, as well as the older cases that form its bedrock. The principles drawn from this case-law are then synthesised into the remainder of the book to see how the right of protest enshrined in the Human Rights Act 1998 now operates. The five central chapters show how the right is defined: the restrictions on the choice of location of a protest; the constraints imposed on peaceful, persuasive protest; the near total intolerance of any form of obstructive or disruptive protest; the scope of preventive action by the police; and the extent to which commercial targets can avail themselves of private law remedies. This contemporary landscape is highlighted by critical analysis of the principles and case law -- including the leading decisions in Laporte, Austin, Jones and Lloyd and Kay. The book also highlights and develops themes that are currently under-theorised or ignored, including the interplay of the public and the private in regulating protest; the pivotal role played by land ownership rules; and the disjuncture between the law in the books and the law in action. How such a shift came about--and what it means--is revealed in this timely reflection on black presidential politics in recent years. Since 1984, largely as a result of Jesse Jackson's presidential bid, blacks have been galvanized politically. Drawing on a substantial national survey of black voters, Katherine Tate shows how this process manifested itself at the polls in 1984 and 1988. In an analysis of the black presidential vote by region, income, age, and gender, she is able to identify unique aspects of the black experience as they shape political behavior, and to answer long-standing questions about that behavior. How, for instance, does the rise of conservatism among blacks influence their voting patterns? Is class more powerful than race in determining voting? And what is the value of the notion of a black political party? In the 1990s, Tate suggests, black organizations will continue to stress civil rights over economic development for one clear, compelling reason: Republican resistance to addressing black needs. In this, and in the friction engendered by affirmative action, she finds an explanation for the slackening of black voting. Tate does not, however, see blacks abandoning the political game. Instead, she predicts their continued search for leaders who prefer the ballot box to other kinds of protest, and for men and women who can deliver political programs of racial equality. Unique in its focus on the black electorate, this study illuminates a little understood and tremendously significant aspect of American politics. It will benefit those who wish to understand better the subtle interplay of race and politics, at the voting booth and beyond.
