But Hezbollah and ISIS in the Middle East, pirate clans in Africa, criminal gangs in South America, and militias in Southeast Asia are examples of nonstate actors that control local territory and render public services that the nation-state cannot or will not provide. This fascinating book takes the reader around the world to areas where national governance has broken down—or never really existed. In these places, the vacuum has been filled by local gangs, militias, and warlords, some with ideological or political agendas and others focused primarily on economic gain. Many of these actors have substantial popularity and support among local populations and have developed their own enduring institutions, often undermining the legitimacy of the national state. The authors show that the rest of the world has more than a passing interest in these situations, in part because transborder crime and terrorism often emerge but also because failed states threaten international interests from trade to security. Even before the recent terrorist attacks, non-citizen residents had become subject to an increasingly harsh regime of detention and deportation, and prospective employees subjected to background checks. How and when did our everyday world become dominated by fear, every citizen treated as a potential criminal? In this startlingly original work, Jonathan Simon traces this pattern back to the collapse of the New Deal approach to governing during the 1960s when declining confidence in expert-guided government policies sent political leaders searching for new models of governance. The War on Crime offered a ready solution to their problem: politicians set agendas by drawing analogies to crime and redefined the ideal citizen as a crime victim, one whose vulnerabilities opened the door to overweening government intervention. Set in a neighbourhood plagued by druguse and AIDs, the book reveals the economic lives of a group of women whose options have been severely circumscribed, not only by drug use, but also by poverty, racism, violence, and enduring marginality. It is a fascinating account, with Maher drawing extensively on the women's own words,describing how structures and relations of gender, race and class, are articulated by divisions of labour in the street-level drug economy. The book challenges the impoverished set of characterizations which dominate the literature, critiquing both feminist and non-feminist representations that viewwomen lawbreakers as driven by forces beyond their control. It graphically illustrates the role of the drug economy as a site of cultural reproduction by drawing attention to the specific practices by which gender and race dimensions of inequality are constituted and contested in street-level drugmarkets. This is a rich, nuanced, and theoretically sophisticated study of `crime as work' which will be compelling reading for all those interested in the ways in which women deal with the intersection of gender, race, and work.

Picking up on the Conservative legacy, it follows the establishment of local crime and disorder reduction partnerships and tracks developments from Labour's attempts to subject them to a centrally-imposed performance management regime, through to the emergence of a strong neighbourhoods agenda, combined with the imposition of a largely enforcement-oriented attack on anti-social behaviour. It also explores Labour's attempts to address the causes of crime through a policy agenda that has crystallised around themes of social exclusion, social capital, community cohesion and civil renewal; and that operates through an architecture that aspires to be joined up centrally and locally, and neighbourhood-based. The main focus of the book is upon the unfolding of Labour's 'third way' political project from the centre downwards, but the limitations of this project are exposed through an exploration of a number of key themes. These include Labour's dependence upon the different translations of local practitioners, with whom it engages in a discursive politics of crime reduction versus community safety, and through whom the conceptual and practical weaknesses of evidence-based practice, performance management and joined-up government are revealed.
