Download or read book Local authority investments written by Great Britain: Parliament: House of Commons: Communities and Local Government Committee and published by The Stationery Office. This book was released on 2009-06-11 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: The collapse of Icelandic financial institutions in the autumn of 2008 brought to light not only the surprisingly large amounts of money invested by local authorities, but also the fact that local authorities had invested nearly £1 billion in Iceland, funds that were consequently at risk. This prompted the Committee to launch an inquiry into local authority investments, in order to understand current practice, to study the roles and responsibilities of various groups and individuals involved, and to make recommendations intended to limit the exposure of local authority funds to such risk in future. The unusual nature of the recent financial situation should not excuse failures that occurred in local authority financial arrangements. The inquiry reveals a degree of misunderstanding, misinformation and complacency on the part of some crucial players, both within local authorities and in the wider financial sector, which contributed to the putting of taxpayers' money at unnecessary risk. There is significant room for improvement in the guidance and codes of practice for local authorities: to be more explicit in certain areas in order to make the system more transparent; to explain where the responsibilities lie, both in executing and in overseeing treasury management, including more rigorous training and reporting; and to highlight the variations of service on offer by different external service providers. It was the role of external service providers, specifically some of the treasury management advisers, which caused the Committee most concern and the Financial Services Authority should investigate the services provided by them as soon as possible and should take a more active role in their regulation.
Download or read book Law Localism and the Constitution written by John Stanton and published by Taylor & Francis. This book was released on 2023-03-24 with total page 208 pages. Available in PDF, EPUB and Kindle. Book excerpt: Local government affects us all. Wherever we live, in towns, cities, villages, or the smallest of communities, there are locally elected councils tasked with representing people’s interests in the running of the local area. This involves, inter alia, providing public services, maintaining local spaces, and acting as a level of democratic governance within the broader constitutional and executive structure of the state. To fulfil these responsibilities, though, local government must be democratically legitimate; it must have at its disposal reasonable means and resources to function; and it must enjoy a healthy and balanced relationship with centralised government. This book explores and analyses the extent to which local government in the different parts of the United Kingdom is able to function effectively and democratically. It draws from local councillors’ views in analysing the state of local government under the current constitutional and governmental arrangements, discussing issues such as councils’ relationships with central government; citizen engagement; finance and public services; and the impact of recent reforms. It contrasts and compares the different approaches adopted in England, Scotland, Wales, and Northern Ireland, also setting out and discussing possible reforms of local government across the United Kingdom. While the focus is on the United Kingdom, the work includes a comparison with other relevant jurisdictions.

Download or read book Sector Treasury Services and Butlers written by Great Britain: Competition Commission and published by The Stationery Office. This book was released on 2012-10-19 with total page 98 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this report the Competition Commission (CC) formally clears the completed acquisition by Sector Treasury Services Limited (STS) of Butlers, a trading division of ICAP plc, which provides treasury management advisory (TMA) services. STS is a wholly-owned subsidiary of Capita Business Services Limited. This confirms the provisional findings that the acquisition has not resulted and is not likely to result in a substantial lessening of competition in the market for the supply of TMA services to local authorities on a retainer basis. Prior to the merger, both companies supplied (among other things) TMA services to local authorities in the UK under retainer contracts. Treasury management is the process by which public and private sector bodies manage their cash flows and associated financial risks. It includes deciding when, for how long and with whom to invest surplus funds and from whom to borrow additional funds and on what terms
Download or read book Draft Local Audit Bill written by Great Britain: Department for Communities and Local Government and published by The Stationery Office. This book was released on 2012-07-06 with total page 214 pages. Available in PDF, EPUB and Kindle. Book excerpt: This Draft Local Audit Bill, sets out the government's vision for the future of local audit. It has been designed to implement the government's commitment to disband the Audit Commission and re-focus audit on helping local people hold their councils and other local public bodies to account for local spending decisions. The aim of this new draft bill is to develop a locally focused audit regime, but one still retaining a high quality of audit of local government spending. The government views the current audit arrangements for local public bodies as inefficient and unnecessarily centralised, which has created a system of weak cost incentives and therefore become too focused on reporting to central government and not local people. The new audit framework will also allow bodies to appoint their own auditors from an open and competitive market. The Bill also gives new responsibilities to the Financial Reporting Council, which will act as the overall regulator for auditors; the National Audit Office, which will set the code of audit practice; and the professional audit bodies will also have a role in regulating and monitoring audits.

Download or read book Introduction to Social Housing written by Paul Reeves and published by Routledge. This book was released on 2006-08-11 with total page 282 pages. Available in PDF, EPUB and Kindle. Book excerpt: The provision and management of social housing for those who are unable to access the housing market is essential to the maintenance of the fabric of society. The social housing industry is vast and still growing. There are very few countries in the world where some form of subsidised housing does not exist, and the total number of social homes is likely to grow worldwide, as are the challenges of the sector. Paul Reeves takes a people-centred approach to the subject, describing the themes that have run through provision of social housing from the first philanthropic industrialists in the 19th Century though to the increasingly complex mixture of ownerships and tenures in the present day. The management of housing forms a key part of the book, with an emphasis on the practical aspects of tenant participation and multi-agency working. The book is ideal for students of housing and social policy, and for housing professionals aiming to obtain qualifications and wanting a broad understanding of the social housing sector.
Download or read book The Local Council Clerk s Guide written by Paul Clayden and published by Shaw Books. This book was released on 2004 with total page 168 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book fills an important gap in the published advice available to the thousands of individuals who act as parish council clerks. It covers all aspects of a clerk's appointment and duties, from the constitutional role of local councils, through the terms of appointment of clerks to their day-to-day responsibilities. Practical advice and guidance is given on such matters as preparing for meetings, supervision of staff (if any ), finances and, most importantly, relationships with councillors. and there is a section on the legal status of local councils. This new edition takes account of the many changes in law and practice since the book was first published. The main change is the bringing into force of the new ethical framework for councillors enacted in the Local Government Act 2000 but unimplemented when the first edition went to press. Other important changes include new Accounts and Audit Regulations made in 2003 and, also in 2003, the promulgation of the Quality Parish Council Scheme in England.

Download or read book The New Enclosure written by Brett Christophers and published by Verso Books. This book was released on 2018-12-04 with total page 385 pages. Available in PDF, EPUB and Kindle. Book excerpt: How public land has been stolen from us. Much has been written about Britain's trailblazing post-1970s privatization program, but the biggest privatization of them all has until now escaped scrutiny: the privatization of land. Since Margaret Thatcher took power in 1979, and hidden from the public eye, about 10 per cent of the entire British land mass, including some of its most valuable real estate, has passed from public to private hands. Forest land, defence land, health service land and above all else local authority land- for farming and school sports, for recreation and housing - has been sold off en masse. Why? How? And with what social, economic and political consequences? The New Enclosure provides the first ever study of this profoundly significant phenomenon, situating it as a centrepiece of neoliberalism in Britain and as a successor programme to the original eighteenth-century enclosures. With more public land still slated for disposal, the book identifies the stakes and asks what, if anything, can and should be done.

Book excerpt: Written from an ‘in house’ perspective in response to the UK Government Housing White Paper released in February 2017, Housing Regeneration: A Plan for Implementation presents sustainable solutions to Britain’s housing crisis and will be a useful practical guide for anyone involved in the process of regeneration. Taking as its starting point an idea for a housing regeneration scheme, it provides an overview of each of the issues to be considered and the options for addressing them.
