Considered Pakistan's most powerful proxy against India, the group gained public prominence after its deadly ten-person suicide assault on Mumbai in November 2008. By the time the last Lashkar terrorist was dead after nearly 60 hours, it appeared the world was facing a new menace. Boasting transnational networks stretching across several continents, there has been serious debate since 9/11 of whether Lashkar is an al-Qaeda affiliate. The deliberate targeting of Westerners and Jews during the Mumbai attacks raised questions about whether Lashkar was moving deeper into al-Qaeda's orbit and perhaps on a trajectory to displace Osama bin Laden's network as the next major global jihadi threat. While the original texts were written and published by Dar al Andalus, which exclusively publishes LeT's books, pamphlets, posters, speeches, and other materials with the explicit intention of diffusing the group's ideology, raising funds, and cultivating volunteers for the organization, the authors hope that by rendering the group's materials more accessible, this book can contribute to the myriad efforts to combat such groups and the violence they perpetrate.

Many account for the change by pointing to Pakistan's controversial partnership with the United States since 9/11; others see it as a consequence of Pakistan's long history of authoritarian rule, which has marginalized liberal opinion and allowed the rise of a religious right. Farzana Shaikh argues the country's decline is rooted primarily in uncertainty about the meaning of Pakistan and the significance of 'being Pakistani'. This has pre-empted a consensus on the role of Islam in the public sphere and encouraged the spread of political Islam. It has also widened the gap between personal piety and public morality, corrupting the country's economic foundations and tearing apart its social fabric. More ominously still, it has given rise to a new and dangerous symbiosis between the country's powerful armed forces and Muslim extremists. Should Muslim women be exempted from feminist attempts at liberation from patriarchy and its various expressions under Islamic laws and customs? Considerable literature on the entanglements of Islam and secularism has been produced in the post-9/11 decade and a large proportion of it deals with the Woman Question. Many commentators critique the secular and Western feminism, and the racialising backlash that accompanied the occupation of Muslim countries during the War on Terror military campaign launched by the U.S. government after the September 11 attacks in 2001. Implicit in many of these critical works is the suggestion that it is Western secular feminism that is the motivating driver and permanent collaborator -- along with other feminists, secularists and human rights activists in Muslim countries -- that sustains the Wests actual and metaphorical war on Islam and Muslims. The book addresses this post-9/11 critical trope and its implications for womens movements in Muslim contexts. The relevance of secular feminist activism is illustrated with reference to some of the nation-wide, working-class womens movements that have surged throughout Pakistan under religious militancy: polio vaccinators, health workers, politicians, peasants and artists have been directly targeted, even assassinated, for their service and commitment to liberal ideals. Afiya Zia contends that Muslim womens piety is no threat against the dominant political patriarchy, but their secular autonomy promises transformative changes for the population at large, and thereby effectively challenges Muslim male dominance. This book is essential reading for those interested in understanding the limits of Muslim womens piety and the potential in their pursuit for secular autonomy and liberal freedoms.

Book excerpt: In Amoral Communities, Mila Dragojević examines how conditions conducive to atrocities against civilians are created during wartime in some communities. She identifies the exclusion of moderates and the production of borders as the main processes. In these places, political and ethnic identities become linked and targeted violence against civilians becomes both tolerated and justified by the respective authorities as a necessary sacrifice for a greater political goal. Dragojević augments the literature on genocide and civil wars by demonstrating how violence can be used as a political strategy, and how communities, as well as individuals, remember episodes of violence against civilians. The communities on which she focuses are Croatia in the 1990s and Uganda and Guatemala in the 1980s. In each case Dragojević considers how people who have lived peacefully as neighbors for many years are suddenly transformed into enemies, yet intracommunal violence is not ubiquitous throughout the conflict zone; rather, it is specific to particular regions or villages within those zones. Reporting on the varying wartime experiences of individuals, she adds depth, emotion, and objectivity to the historical and socioeconomic conditions that shaped each conflict. Furthermore, as Amoral Communities describes, the exclusion of moderates and the production of borders limit individuals' freedom to express their views, work to prevent the possible defection of members of an in-group, and facilitate identification of individuals who are purportedly a threat. Even before mass killings begin, Dragojević finds, these and similar changes will have transformed particular villages or regions into amoral communities, places where the definition of crime changes and violence is justified as a form of self-defense by perpetrators.

Reports of its presence were at first dismissed as propaganda, but during 2015 it became clear that IS had a serious presence in Afghanistan and Pakistan at least. This book, by one of the leading experts on Islamist insurgency in the region, explores the nature of IS in Khorasan, its aim and strategies, and its evolution in an environment already populated by many jihadist organisations. Based on first-hand research and numerous interviews with members of IS in Khorasan, as well as with other participants and observers, the book addresses highly contentious issues such as funding, IS's relationship with the region's authorities, and its interactions with other insurgent groups. Giustozzi argues that the central leadership of IS invested significant financial resources in establishing its own branch in Khorasan, and as such it is more than a local movement which adopted the IS brand for its own aims. Though the central leadership has been struggling in implementing its project, it is now turning towards a more realistic approach. This is the first book on a new frontier in Islamic State's international jihad.
