Book excerpt: In recent years, the earnings of young blacks have risen substantially relative to those of young whites, but their rates of joblessness have also risen to crisis levels. The papers in this volume, drawing on the results of a groundbreaking survey conducted by the National Bureau of Economic Research, analyze the history, causes, and features of this crisis. The findings they report and conclusions they reach revise accepted explanations of black youth unemployment. The contributors identify primary determinants on both the demand and supply sides of the market and provide new information on important aspects of the problem, such as drug use, crime, economic incentives, and attitudes among the unemployed. Their studies reveal that, contrary to popular assumptions, no single factor is the predominant cause of black youth employment problems. They show, among other significant factors, that where female employment is high, black youth employment is low; that even in areas where there are many jobs, black youths get relatively few of them; that the perceived risks and rewards of crime affect decisions to work or to engage in illegal activity; and that churchgoing and aspirations affect the success of black youths in finding employment. Altogether, these papers illuminate a broad range of economic and social factors which must be understood by policymakers before the black youth employment crisis can be successfully addressed.

The last part of the book deals with issues related to youth unemployment and NEET – the direct consequence of the recession. This book contains a number of innovative analyses reporting significant findings that contrast with standard models. Some of the more interesting results directly contradict conventional wisdom on a number of topics from the importance of monopsony in training markets to the importance of transitory income changes on consumption of addictive goods. Book excerpt: Using a sample of 97 countries spanning the period 1980?2008, we estimate that financial crises have a large negative impact on unemployment in the short term, but that this effect rapidly disappears in the medium term in countries with flexible labor market institutions, whereas the impact of financial crises is less pronounced but more persistent in countries with more rigid labor market institutions. These effects are even larger for youth unemployment in the short term and long-term unemployment in the medium term. Conversely, large upfront, or gradual but significant, comprehensive labor market policies have a positive impact on unemployment, albeit only in the medium term.

Book excerpt: Youth have always had higher unemployment rates – about twice or more than the average – as they are usually the last to be hired in an expansion and the first to be let go in a recession. In addition, young people engage in extensive job searching in their early years, and this can imply considerable job churning as both youth and employers look for a good match. This highlights the importance of facilitating the school-to-work transition and having early interventions to assist such youth before negative conditions set in. It also highlights the potential importance of determining those young people most “at risk” of long-term unemployment, and of targeting or streaming them into programmes that will yield the largest incremental net benefits given their characteristics. Unemployed youth without previous work experience often are not eligible for unemployment insurance benefits when they first enter the labour market. When they do receive job search assistance, they often face a bewildering array of programmes that are available to assist them, often with little guidance to help them select the programs that best meet their needs. Consequently, ensuring that today’s youth do not become a “lost generation” is an urgent matter. George Bernard Shaw once said that it is too bad that “youth is wasted on the young”, implying that youth do not realize the opportunities they have as youth and only see them as they get older. There is a danger, however, that many of today’s youth may be never have those opportunities and hence not even see them with hindsight. This book and others in the ADAPT Labour Studies Book-Series are intended to deal with these challenges, to make sure that youth is not wasted on the young.

Does long-term unemployment imply the risk of social exclusion for young people? How does social exclusion develop, and which factors counteract the processes of exclusion? Thus far, research into unemployment has seldom performed comparative studies. This interdisciplinary project in six European countries has conducted for the first time a qualitative study with 300 long-term unemployment young people from age 20 to 25. The inquiry was carried out in the three northern European countries Sweden, Belgium and Germany and in the three southern European countries Greece, Italy and Spain. Researches from psychology, sociology, public health and psychiatry participated in this research project coordinated by Thomas Kieselbach (University of Bremen, Germany). The volumes in the series published up to now within the YUSEDER project represent a state of the art overview of the topic of youth unemployment and health (volume 1) and youth unemployment and social exclusion (volume 2) in the six participating countries. This third volume focuses on the personal experiences and assessments of young people affected by unemployment. Besides presenting the country-specific manifestations of social exclusion, this new study identifies those important key mechanisms which increase (vulnerability factors) or reduce (protective factors) the risk of social exclusion. Book excerpt: Young People and Long-Term Unemployment examines the consequences of long-term unemployment for the personal, social, and political lives of young adults aged 18–34 across four European cities: Cologne (Germany), Geneva (Switzerland), Lyon (France), and Turin (Italy). Adopting a multidimensional theoretical framework aiming to bring together insights based on the contextual (macro), organizational (meso), and individual (micro) levels, and combining quantitative and qualitative data and analyses, it reaches a number of important conclusions. First, our study shows that the experience of long-term unemployment has a negative impact on different dimensions of young people’s lives. When compared to employed youth, unemployed youth are less satisfied with their lives, more isolated, and less independent financially. Second, however, there are important variations across the four cities. This means that, in spite of widespread retrenchments, in some places the welfare state still acts as a buffer against unemployment. Third, although young unemployed people participate in politics equally if not slightly more than employed youth, the young unemployed are often disconnected from politics. This is so even when they have important grievances to express in the face of high youth unemployment, precarious working conditions, and grim future perspectives on the labor market. This book will be useful for scholars interested in unemployment politics and youth politics, researchers and teachers in political science, sociology, and social psychology.
