While its lack of a coherent policy was not remarkable, given the period under consideration, the government's failure to develop such a policy was disastrous in dealing with the fundamental issue of Catholic emancipation. The final surrender of Peel and Wellington was bitter and the 1829 Catholic relief act contained insults to Irish Catholics. The nature of the act, coupled with continued Protestant ascendancy and landlordism, and Catholic mass poverty and insecurity, meant that Catholic emancipation was not a prelude to Ireland's assimilation into the United Kingdom but instead, the beginning of the process of modern Irish nationalism.

Book excerpt: Late Georgian England was a period of great social and political change, yet whether this was for good or for ill was by no means clear to many Britons. In such an era of innovation and revolution, Britons faced the task of deciding which ideals, goals and attitudes most closely fitted their own conception of the nation for which they struggled and fought; the controversies of the era thus forced ordinary people to define an identity that they believed embodied the ideal of 'Britishness' to which they could adhere in this period of uncertainty. Defining John Bull demonstrates that caricature played a vital role in this redefinition of what it meant to be British. During the reign of George III, the public's increasing interest in political controversies meant that satirists turned their attention to the individuals and issues involved. Since this long reign was marked by political crises, both foreign and domestic, caricaturists responded with an outpouring of work that led the era to be called the 'golden age' of caricature. Thus, many and varied prints, produced in response to public demands and sensitive to public attitudes, provide more than simply a record of what interested Britons during the late Georgian era. In the face of domestic and foreign challenges that threatened to shake the very foundations of existing social and political structures, the public struggled to identify those ideals, qualities and characteristics that seemed to form the basis of British society and culture, and that were the bedrock upon which the British polity rested. During the course of this debate, the iconography used to depict it in graphic satire changed to reflect shifts in or the redefinition of existing ideals. Thus, caricature produced during the reign of George III came to visually express new concepts of Britishness.

Book excerpt: The long war with Revolutionary France had a fundamental impact on British political culture. The most dramatic example of this is the mass mobilisation of the British people in response to French invasion threats throughout the last years of the century but, most spectacularly, in the period 1803-5, after the collapse of the Peace of Amiens, and the massing of an invasion fleet by Napoleon. The preparations for the threatened invasion had many dimensions including military and naval mobilization, the development of defensive earthworks and fortifications on the British Coast, the surveillance and monitoring of radicals identified with the French cause, the incitement of loyalist sentiment through caricature, newspapers, tracts and broadsides, and loyalist songs, and the construction of Napoleon as the prime enemy of British interests. Although aspects of these issues have been studied, this book is the first time that they have been brought together systematically. By bringing together historians of Britain and France to examine the dynamics of the military conflict between the two nations in this period, this book measures its impact on their domestic political cultures, and its effect on their perceptions of each other. In so doing it will encourage scholars to further examine aspects of popular mobilisation which have hitherto been largely ignored, such as the resurgence of loyalism in 1803, and to see their contributions in the light of the dual contexts of domestic political conflict and their war with each other. By allowing scholars to focus their attention on this period of heightened tension, the book contributes both new detail to our understanding of the period and a better overall understanding of the complex place which each nation came to occupy in the consciousness of the other.
