Miller argues that the guest worker program, far from creating a parallel society, involved constant interaction between foreign nationals and Germans. Drawing on government bulletins, statements by political leaders, parliamentary arguments, industry newsletters, social welfare studies, press coverage, and the cultural production of immigrant artists and intellectuals, Rita Chin offers an account of West German public debate about guest workers. She traces the historical and ideological shifts around the meanings of the labor migration, moving from the concept of guest workers as a "temporary labor supplement" in the 1950s and 1960s to early ideas about "multiculturalism" by the end of the 1980s. She argues that the efforts to come to terms with the permanent residence of guest workers, especially Muslim Turks, forced a major rethinking of German identity, culture, and nation. What began as a policy initiative to fuel the economic miracle ultimately became a much broader discussion about the parameters of a specifically German brand of multiculturalism.

Book excerpt: This publication sheds light on the magnitude of domestic work, a sector often "invisible" behind the doors of private households and unprotected by national legislation.The adoption of new international labour standards on domestic work (Convention No. 189 and its accompanying Recommendation No. 201) by the ILO at its 100th International Labour Conference in June 2011 represents a key milestone on the path to the realisation of decent work for domestic workers. This volume presents national statistics and new global and regional estimates on the number of domestic workers. It shows that domestic workers represent a significant share of the labour force worldwide and that domestic work is an important source of wage employment for women, especially in Latin America and Asia. It also examines the extent of inclusion or exclusion of domestic workers from key working conditions laws. In particular, it analyses how many domestic workers are covered by working time provisions, minimum wage legislation and maternity protection. The results demonstrate that under current national laws, substantial gaps in protection still remain. The volume concludes with a summary of the main findings and a reflection on the relevance of the newly adopted international standards to extend legal protection to domestic workers.

It provides the first global and regional estimates by an international organization of forced labour in the world today, including the number of people affected and how many of them are victims of trafficking, as well as of the profits made by the criminals exploiting trafficked workers.Based on these data, the report highlights the gravity of the problem of forced labour. From this data emerges three major categories of forced labour: forced labour imposed by the State for economic, political or other purposes, forced labour linked to poverty and discrimination and forced labour that arises from migration and trafficking of workers across the world, often associated with globalization.The report provides evidence that the abolition of forced labour represents a challenge for virtually every country in the world industrialized, transition and developing countries alike. It assesses experience at the national level in taking up this challenge, with particular emphasis on the importance of sound laws and policies and their rigorous enforcement, as well as effective prevention strategies. The report also reviews the actions against forced labour taken over the past four years by the ILO and its tripartite partners governments, employers and workers. It calls for a new global alliance to relegate forced labour to history.
