This note provides a practical guide to designing and implementing reforms to recurrent taxes on immoveable property and real estate transfer taxes. It addresses the fundamental policy choices regarding the property tax base and tax rate, and the key functions of the tax administration for managing collections – valuation, billing, and enforcement. The advice in the note stems from a review of the literature and insights gained from the experiences of the Fiscal Affairs Department in delivering capacity development on property taxes. It covers and updates some of the analytical work by Norregaard (2013) while providing granular advice on practical aspects of reforming property taxes. The note is motivated by the resource mobilization needs of developing countries, but the design considerations are also pertinent for advanced and emerging market economies seeking to increase the revenue productivity of property taxes.

Book excerpt: British Literature and the Life of Institutions charts a literary prehistory of the welfare state in Britain around 1900, but it also marks a major intervention in current theoretical debates about critique and the dialectical imagination. By placing literary studies in dialogue with political theory, philosophy, and the history of ideas, the book reclaims a substantive reformist language that we have ignored to our own loss. This reformist idiom made it possible to imagine the state as a speculative and aspirational idea—as a fully realized form of life rather than as an uninspiring ensemble of administrative procedures and bureaucratic processes. This volume traces the resonances of this idiom from the Victorian period to modernism, ranging from Mary Augusta Ward, George Gissing, and H. G. Wells, to Edward Carpenter, E. M. Forster, and Virginia Woolf. Compared to this reformist language, the economism that dominates current debates about the welfare state signals an impoverishment that is at once intellectual, cultural, and political. Critiquing the shortcomings of the welfare state comes naturally to us, but we often struggle to offer up convincing defences of its principles and aims. This book intervenes in these debates by urging a richer understanding of critique: if we want to defend the state, Kohlmann argues, we need to learn to think about it again.

Populated mainly by indigenous people, it was considered "primitive" by much of the rest of Colombia. All of that changed when exploitable petroleum deposits were discovered, and the Llanos was transformed into the fastest growing region in the country. Rausch surveys sixty years of the area's history, from La Violencia—the civil war that rocked the country from 1948 to 1958—and the presidency of Rojas Pinilla, who helped pacify the Llanos in the late 1950s, to the National Front agreement between the Conservative and Liberal parties during the 1960s, its aftermath, and the rapid changes during the last half of the twentieth century.
