A comparative description based on Nordic countriesIn this report we describe and discuss the changing character of unemployment insurance (UI) systems in the Nordic countries in relation to the changing labour market situation of low skilled adults, from around 1990 and onwards. The focus is on how different characteristics of the national UI systems - and particularly the changes in these systems - may have affected the labour market position of low skilled by affecting their work incentives. This report has two main purposes: First, to construct a descriptive empirical basis for a discussion regarding the relationship between the design of the unemployment benefit system and the labour market performance of low-skilled compared to higher-skilled workers. The second purpose is to lay the foundation for a more systematic econometric analysis regarding the influence of the unemployment insurance systems on the labour market performance of low skilled - compared to high skilled workers in Norway, Sweden, Denmark and Finland

The Danish government allows employers a relatively high level of freedom to dismiss workers, but also provides generous unemployment insurance. Widespread union coverage and an active system of collective bargaining help regulate working conditions in the absence of strong government regulation. Denmark's rate of low-wage work—8.5 percent—is the lowest of the five countries under analysis. In Low-Wage Work in Denmark, a team of Danish researchers combines comprehensive national registry data with detailed case studies of five industries to explore why low-end jobs are so different in Denmark. Some jobs that are low-paying in the United States, including hotel maids and meat processors, though still demanding, are much more highly compensated in Denmark. And Danes, unlike American workers, do not stay in low-wage jobs for long. Many go on to higher paying jobs, while a significant minority ends up relying temporarily on income support and benefits sustained by one of the highest tax rates in the world. In particular, the paper argues that in countries where a large proportion of the workforce is unskilled, firms have little incentive to provide good jobs (requiring high skills and providing high wages), and if few good jobs are available, workers have little incentive to acquire skills. In this context, the paper examines the need and effectiveness of training policy, and provides a possible explanation for why western countries have responded so differently to the broad-based shift in labor demand from unskilled to skilled labor.

The young, low-skilled, and non-EU migrants are found to be the most vulnerable groups in the labor market. In addition to skills mismatches, work disincentives embedded in the tax-benefit system constitute a factor explaining structural unemployment. High unemployment of young and low-skilled workers reflects substantial unemployment traps, while disincentives for second earners (respectively the generosity of the pension system) contribute to lower labor market participation of women (respectively seniors). Further reduction of structural unemployment requires better integration of vulnerable groups into the labor market and improved targeting of benefits to make work more rewarding.
