Book excerpt: This study aims at assessing the effectiveness and adaptability of labor movemen t in face of the constraining environments in postwar Lebanon. Labor movement in Lebanon is represented by the General Confederation of Labor known as CGTL (Con federation Generale du Travail au Liban). Since its inception, this organization had its own dysfunctions such as low union density, unrepresentative internal s tructure and periodical internal divisions that accompanied it through different historical periods. Despite these anomalies, the CGTL was able throughout its h istory to preserve certain autonomy from the state and to achieve tangible gains for workers. Yet, this effectiveness was drained gradually in postwar period an d this ironically coincided with the rebuilding and consolidation of the State. Compared with both prewar and war times, the CGTL in postwar period suffered fro m unprecedented problems emanating to a large extent from the practices of the p ostwar political establishment and to a lesser extent from the economic context. This thesis addresses this interaction between the political consisting of the quasi-authoritarian practices of the state which aimed at containing the labor m ovement and the economic consisting of a neo liberal economic project which does not accept labor organizations as partners in development. The thesis also trie s to study the reaction of the CGTL to this constraining environment. For this a im, a historical comparative method will be adopted. A comparative overview of t he changing roles of unions in developed and developing countries will guide our study on the changing roles and effectiveness of labor movement in postwar Leba non compared to war and prewar times.

This atlas sheds light on these new challenges and adds new data that complete the analyses already published in the Atlas du Liban. Territoires et société (Atlas of Lebanon. Territories and Society) released in 2007 by the same research team. Some of its components are included in this edition. Beyond the international regional crisis and the population movements, it takes into account Lebanon’s socio-economic dimensions, the environmental issues linked to uncontrolled urbanization and to natural risks, as well as conflicts due to local territorial management. This atlas is the result of a collaborative endeavor between French and Lebanese researchers. It uses a geographical approach that puts in the foreground a spatial analysis of social and natural phenomena. Public sources are scarce in Lebanon, especially at the local scale. They are sometimes less reliable and difficult to access. It is particularly the case for the Lebanese census data, conversely data are abundantly available on the refugees population, which is less known than the population of refugees. International data help compare Lebanon to its neighbors. Thematic data produced by some ministries are helpful to provide a detailed view regarding specific domains. Analyses processed on aerial and satellite images have produced essential data on urbanization and environment. Local thematic fieldwork surveys have provided additional data. The book consists of seven chapters. The first one deals with the territorial state-building seen in the light of regional geopolitics, and emphasizes internal violence and the reemergence of militias and armed groups that fight each other and the state army. Lebanon is once again perceived as a territory divided between multiple allegiances. The second chapter is devoted to the analysis of population dynamics, despite the lack of reliable data whose sources are subject to discussion. Book excerpt: New York City boasts a higher rate of unionization than any other major U.S. city—roughly double the national average—but the city’s unions have suffered steady and relentless decline, especially in the private sector. With higher levels of income inequality than any other large city in the nation, New York today is home to a large and growing precariat—workers with little or no employment security who are often excluded from the basic legal protections that unions struggled for and won in the twentieth century. Community-based organizations and worker centers have developed the most promising approach to organizing the new precariat and to addressing the crisis facing the labor movement. Home to some of the nation’s very first worker centers, New York City today has the single largest concentration of these organizations in the United States, yet until now no one has documented their efforts. New Labor in New York includes thirteen fine-grained case studies of recent campaigns by worker centers and unions, each of which is based on original research and participant observation. Some of the campaigns documented here involve taxi drivers, street vendors, and domestic workers, as well as middle-strata freelancers—all of whom are excluded from basic employment laws. Other cases focus on supermarket, retail, and restaurant workers, who are nominally covered by such laws but who often experience wage theft and other legal violations; still other campaigns are not restricted to a single occupation or industry. This book offers a richly detailed portrait of the new labor movement in New York City, as well as several recent efforts to expand that movement from the local to the national scale.

Book excerpt: While it's easy to blame globalization for shrinking job opportunities, dangerous declines in labor standards, and a host of related discontents, the "flattening" of the world has also created unprecedented opportunities for worker organization. By expanding employment in developing countries, especially for women, globalization has formed a basis for stronger workers' rights, even in remote sites of production. Using India's labor movement as a model, Rohini Hensman charts the successes and failures, strengths and weaknesses, of the struggle for workers' rights and organization in a rich and varied nation. As Indian products gain wider acceptance in global markets, the disparities in employment conditions and union rights between such regions as the European Union and India's vast informal sector are exposed, raising the issue of globalization's implications for labor. Hensman's study examines the unique pattern of "employees' unionism," which emerged in Bombay in the 1950s, before considering union responses to recent developments, especially the drive to form a national federation of independent unions. A key issue is how far unions can resist protectionist impulses and press for stronger global standards, along with the mechanisms to enforce them. After thoroughly unpacking this example, Hensman zooms out to trace the parameters of a global labor agenda, calling for a revival of trade unionism, the elimination of informal labor, and reductions in military spending to favor funding for comprehensive welfare and social security systems.
