The Kosovo Conflict: A Diplomatic History through Documents, Philip and David Auerswald have compiled the definitive collection of official, unclassified documents surrounding this event. The Kosovo Conflict begins with the full text of Slobodan Milosevic's speech at Kosovo Polje in April 1987, which marked the beginning of the junior Communist official's ascension to power on the ticket of Serbian nationalism. The volume's eleven chapters then trace growing tensions in the province over the ensuing decade, as well as the concurrent increase in international concern. Particular attention is given to the immediate prelude to the conflict and the conflict itself. More specifically, the volume details the international community's efforts to defuse the escalating violence in Kosovo from 1998 through 1999, beginning with economic sanctions and continuing through the October threat of NATO airstrikes, the January Racak massacre, and the Rambouillet negotiations. The volume then follows in detail the evolution of both diplomatic and US environments during the course of the NATO air campaign, leading to the end of the campaign in June 1999. Though rich in detail, The Kosovo Conflict places events in context. Each chapter is prefaced with an essay and chronology summarizing that chapter's events. This volume is a compilation of key documents on Kosovo from the first half of the twentieth century. These texts, including numerous diplomatic despatches from the British Foreign Office, deal initially with the Albanian uprising against Ottoman rule in the spring of 1912 and, in particular, with the period of the Serbian invasion of Kosovo in late 1912 and the repercussions of the conquest for the Albanian population. The documents from 1918 to the early 1920s focus mainly on endeavours by Albanian leaders, including those of the so-called Kosovo Committee in exile, to bring the plight of their people to the attention of the outside world - endeavours which largely failed. Further documents reflect the situation in Kosovo up to the outbreak of World War II. This collection provides new perspectives on the Kosovo question and includes many documents which have been largely unavailable up to now. It sheds new light on many of the major and minor episodes that channelled and determined subsequent events, including the Kosovo War of 1998-1999 and the declaration of independence in February 2008.

But was this war inevitable or was it the product of failed western diplomacy prior to the conflict? And once it became necessary to use force, did NATO adopt a sound strategy to achieve its aims of stabilizing Kosovo? In this first in-depth study of the Kosovo crisis, Ivo Daalder and Michael O'Hanlon answer these and other questions about the causes, conduct, and consequences of the war. Based on interviews with many of the key participants, they conclude that notwithstanding important diplomatic mistakes before the conflict, it would have been difficult to avoid the Kosovo war. That being the case, U.S. and NATO conduct of the war left much to be desired. For more than four weeks, the Serbs succeeded where NATO failed, forcefully changing Kosovo's ethnic balance by forcing 1.5 million Albanians from their home and more than 800,000 from the country. Had they chosen to massacre more of their victims, NATO would have been powerless to stop them. In the end, NATO won the war by increasing the scope and intensity of bombing, making serious plans for a ground invasion, and moving diplomacy into full gear in order to convince Belgrade that this was a war Serbia would never win. The Kosovo crisis is a cautionary tale for those who believe force can be used easily and in limited increments to stop genocide, mass killing, and the forceful expulsion of entire populations. Daalder and O'Hanlon conclude that the crisis holds important diplomatic and military lessons that must be learned so that others in the future might avoid the mistakes that were made in this case.

In Iraq and Syria, as well as in neighbouring states, the rise of ISIL has raised serious state and human security challenges. This study explores the relationships between the Global-Regional Partnership, the United Nations and nine organizations in their attempt to deal with the challenges presented by ISIL. Each organization is analyzed in terms of how it has responded in the past and how it is now responding to the ISIL threat based on three perspectives; resource capacities (military, political, economic, technological, normative); willingness and readiness; and impediments to capacity and abilities. The overall aim is to discern what capacities and abilities international organizations have to protect state and human security and prevent civilians from mass atrocities inflicted by ISIL forces. The study addresses the role of international organizations when the UNSC is unable or unwilling to uphold the most fundamental norms and values in the UN Charter. This approach acknowledges that within the international community there is an overall acceptance on security for a partnership between the UN and regional organizations, but that there is also a contested call for a renegotiated international contract on state and human security. This volume will be of much interest to students of international relations, human rights, peace and conflict studies, terrorism studies and International Relations.
