Challenging the determinism associated with nationalist interpretations of Turkish history between 1912 and 1923, Ryan Gingeras delves deeper into this period of transition between empire and nation-state. Looking closely at a corner of territory immediately south of the old Ottoman capital of Istanbul, he traces the evolution of various communities of native Christians and immigrant Muslims against the backdrop of the Balkan Wars, the First World War, the Armenian Genocide, the Turkish War of Independence, and the Greek occupation of the region. Drawing on new sources from the Ottoman archives, Gingeras demonstrates how violence was organised at the local level. Nearly 90 percent of the population of Kosovo is composed of Albanian Muslims, many of whom support a growing movement -- at first peaceful, but now turning violent -- for independence from Christian Serbia. In Between Serb and Albanian, Miranda Vickers explores the roots of this conflict and tracks the recent trajectory of Serbian and Albanian relations in Kosovo. The first third of the book outlines the history of Kosovo during the medieval and Ottoman periods, when relations between the two communities were generally good. The second part examines Kosovo since 1945, when the area fell under Serbian administration in the socialist Yugoslav system. Vickers concludes by surveying the steady deterioration in Serb-Albanian relations since the disintegration of Yugoslavia in 1981. With careful detail, she reveals how a largely peaceful. politically driven campaign for the independence of Kosovo has recently turned to violence with terrorist attacks on Serb political and military institutions, on Albanians thought to be collaborating with the Serbs, and on Serbs themselves. In the process, the author provides a balanced account of the Serb and Albanian positions, while placing much of the blame for the current situation on the repressive policies of Serb dictatorSlobodan Milosevic. Book excerpt: This volume is driven by the conviction that the key to the establishment of stable liberal democracy anywhere in the world and, in this case, in Kosovo lies in the completion of three interrelated tasks: first, the creation of effective political institutions, based on the principle of the separation of powers (including the independence of the judiciary); second, the promotion of the rule of law; and, third, the promotion of civic values, including tolerance or ethnic/religious/sexual minorities, trust, and respect for the harm principle. In fact, there are problems across all three measures, including with judicial independence, with the rule of law, and with civic values. On the last of these, research findings show that the citizens of Kosovo rank extremely low on trust of other citizens, low on engagement in social organizations, and tolerance of gays, lesbians, and atheists, but high on trust in the political institutions of their country and in pride of their newly independent state.
