Book excerpt: Most discussions pertaining to the nuclear proliferation and reunification issues on the Korean Peninsula privilege the position and role played by the United States. In the first volume of its kind, this collection of essays presents the challenges faced by the Koreas against the context of the changing relations between China and Japan. Strategically nestled between these political giants, the Korean Peninsula has traditionally been “seen” as a sphere of influence by Tokyo and Beijing. Regardless of the escalating difficulties in recent Sino-Japanese relations, this volume argues that avoiding all-out conflict and ensuring a nuclear-free Korean Peninsula are certainly strategic goals that both China and Japan still share. Neither China nor Japan wishes to be dragged into a war started by North Korean belligerence, South Korean aspirations or American adventurism. However, despite alternating between political pressure and diplomatic efforts, Japan and China have found it extremely difficult to guide the tone and direction of politics in intra-Korea affairs. Conversely, both South and North Korea have been extremely adept at fending off any perceived attempts to influence their domestic and foreign policies. Pyongyang and Seoul have shown remarkable political gumption and diplomatic skill, not only resisting Great Power influences but even managing to advance their political agendas in this very tempestuous neighbourhood. One fundamental question this volume addresses is whether the developments on the Korean Peninsula could and should be considered independently from developments in Sino-Japanese relations. Through addressing different dimensions of the interaction between the Koreas, China and Japan in the 21st Century, this volume makes a valuable contribution to study of the international relations of Northeast Asia.

This pressure and persistency on the part of the Japanese--no doubt magnified and made the most of by the Peking Government--' has caused no little offence to Korea. Rather than give Japan any partial advantages, and influenced by the threatening position of her very powerful northern neighbor, Russia, as well as by the friendly advice of China, Korea very properly concluded, in 1882, that the auspicious time had at last arrived when it was to her own advantage to emerge from her seclusion and open her gates to foreign intercourse, as Japan had already done but a few years before, and thus at last to enter into the comity of nations. I give these details that we may the better understand the motives which have impelled Korea forward in the path she has so recently elected to follow. On the part of Japan, ever jealous of China's increasing influence in Korea, and annoyed at the preference given to Chinese instead of Japanese aid, this concession by Korea to China has never been acknowledged; still, to a degree it is undoubtedly accepted by Korea, and annually their Embassy, accompanied by a few privileged traders, repairs to the principal fairs held in Manchuria a portion continuing on to the Chinese capital, Peking, where audiences are held at the Chinese court. Japan is seen as a mature society and a developed economy with functioning democratic institutions and a strong party system, but, like the PRC, subject to powerful traditions and influenced by radical ideologies. Both North and South Korea are discussed, with a comparison and contrast of the authoritarian-democratic system in the South, where a basically democratic parliament finds itself in conflict with a quasi-dictatorial regime and an all-powerful president. The book is completely up to date. The section on China takes into account the major developments of the post-Mao period, including the accession of Hua Kuo-feng and the struggle against the Shanghai faction. The discussion of Japanese politics covers the 1976 elections, and the creation of the Shin Jiyu club in the developing thrust away from factional politics to an issue-oriented electorate.

The first form of written Korean employed Chinese characters and remained in administrative use until the twentieth century. Confucianism, especially Neo-Confucian reasoning about the state and its role in promoting a virtuous society, was central to the construction of the Korean government in the fourteenth century. These shared Confucian principles were expressed in fraternal terms, with China the older brother and Korea the younger. During the Ming Dynasty, mentor became protector, as Korea declared itself a vassal of China in hopes of escaping ruin at the hands of the Mongols. But the friendship eventually frayed with the encroachment of Western powers in the nineteenth century. Koreans began to reassess their position, especially as Qing China seemed no longer willing or able to stand up for Korea against either the Western powers or the rising military threat from Meiji Japan. The Sino-Korean relationship underwent further change over the next century as imperialism, nationalism, revolution, and war refashioned states and peoples throughout Asia. Westad describes the disastrous impact of the Korean War on international relations in the region and considers Sino-Korean interactions today, especially the thorny question of the reunification of the Korean peninsula. Illuminating both the ties and the tensions that have characterized the China-Korea relationship, Empire and Righteous Nation provides a valuable foundation for understanding a critical geopolitical dynamic.
