Given the complexity of relations between the Republic of Korea (ROK) and the Democratic People's Republic of Korea (DPRK), such an assessment of the conventional, asymmetric, and CBRN (chemical, biological, radiological, and nuclear) capabilities on each side is vital to negotiations between states and efforts at arms control. At the same time, there is no one Korean military balance that can be used for policy planning or arms control negotiations until decisions are made about what forces and issues to address. The tensions between the Koreas -- and the potential involvement of the People's Republic of China, Japan, and the United States at both the political and military level -- create a virtually open-ended spectrum of possible conflicts. This is particularly true if one considers the number of times that war has grown out of unpredictable incidents and patterns of escalation, the historical reality that the probability of less likely forms of war actually occurring has been consistently higher than what seem to be the most probable contingencies in peacetime, and the patterns of escalation that seem most likely from the viewpoint of a "rational bargainer."

They also raise the possibility of far more intense conflicts that could extend far beyond the boundaries of the Koreas.

From the American perspective, LIC occurs when the U.S. military must seek limited aims with a relatively modest number of available regular forces, as opposed to the larger commitments that bring into play the full panoply of advanced technology and massive commitments of troops. Yet despite the conventional view, U.S. forces have achieved success in LIC, albeit "under the radar" and with credit largely assigned to allied forces, in a number of counterguerrilla wars in the 1960s."Scenes from an Unfinished War: Low-Intensity Conflict in Korea, 1966-1969" focuses on what the author calls the Second Korean conflict, which flared up in November 1966 and sputtered to an ill-defined halt more than three years later. During that time, North Korean special operations teams had challenged the U.S. and its South Korean allies in every category of low-intensity conflict - small-scale skirmishes along the Demilitarized Zone between the two Koreas, spectacular terrorist strikes, attempts to foment a viable insurgency in the South, and even the seizure of the USS Pueblo - and failed. This book offers a case study in how an operational-level commander, General Charles H. Bonesteel III, met the challenge of LIC. He and his Korean subordinates crafted a series of shrewd, pragmatic measures that defanged North Korea's aggressive campaign. While Russia and China withdrew the last of their forces in 1958, the United States maintains 37,000 troops in South Korea and is pledged to defend it with nuclear weapons. In Korean Endgame, Selig Harrison mounts the first authoritative challenge to this long-standing U.S. policy. Harrison shows why North Korea is not--as many policymakers expect--about to collapse. And he explains why existing U.S. policies hamper North-South reconciliation and reunification. In South Korea at the Crossroads, Scott A. Snyder examines the trajectory of fifty years of South Korean foreign policy and offers predictions—and a prescription—for the future. Pairing a historical perspective with a shrewd understanding of today’s political landscape, Snyder contends that South Korea’s best strategy remains investing in a robust alliance with the United States. Snyder begins with South Korea’s effort in the 1960s to offset the risk of abandonment by the United States during the Vietnam War and the subsequent crisis in the alliance during the 1970s. Two of these divisions continue to the present, marking two of the most dangerous political hotspots in the post-Cold War world. The Korean War grew out of the Cold War, it exacerbated the Cold War, and its impact transcended the Cold War. William Stueck presents a fresh analysis of the Korean War's major diplomatic and strategic issues.
