The book covers the full range of cruising vessels operated or ordered by the Imperial German Navy between 1871 and 1918, excluding the large cruisers, previously covered by the author’s companion volume The Kaiser’s Battlefleet. These include corvettes, avisos, sloops, torpedo cruisers, III- and IV-class cruisers and small cruisers, and are described and arranged in a chronological narrative. Ironically, von Tirpitz never commanded the navy he built. Weir does not fail to delineate the shortcomings of his naval system, which was responsible for the fact that those in charge of the fleet's operations played little part in its creation. Von Tirpitz's system also resulted in a disregard of the significance of U-boat potential and a lack of geographic, strategic, and operational considerations. Nevertheless, his profound influence in the navy persisted through the Weimar Republic and into the Third Reich, in the policies of Admiral Erich Raeder, veteran of Jutland.

Under construction by the shipbuilding giants of Armstrong and Vickers in August 1914, Sultan Osman I, Reșadiye, Almirante Latorre and Almirante Cochrane became HM Ships Agincourt, Erin, Canada and Eagle. The first three served with the Grand Fleet, fighting at Jutland, while the last was transformed into a pioneering aircraft carrier, which would serve with distinction until sunk while escorting a convoy to Malta in 1942. While two of the other ships had short lives – cut short by the Washington Naval Treaty – the final ship, Almirante Latorre, would be returned to Chile after the war, for a continuing active career that would last into the 1950s. When finally towed away for scrap in 1959, she was the penultimate survivor of Jutland. Drawing on extensive archival research, the book begins with an overview of the warships under construction around Europe for foreign customers in August 1914, and how the four ships featured were acquired by the Royal Navy. It then looks at them as manifestations of the international rivalries which directed much of the national budgets of impecunious South American and Balkan states towards armaments. The focus then switches to the British service of the ships actually completed as battleships, and then to the story of the carrier. Although never finished as a battleship, she would play a crucial role in the development of British carrier aviation. Finally, the author traces the stories of the battleships of the Latin-American naval race from the 1920s down to the 1950s. The stories and back-stories of Agincourt, Erin, Canada and Eagle embrace almost the whole of the twentieth-century battleship era, and they take us down the byways of international naval power, ranging from the Pacific to the Black Sea, and from the line of battle to mutiny and revolution. With provocative insight and wit he offers us an irreverent history of the modern battleship and its place in American history, from the sinking of the coal-fueled Maine in 1898 to the deployment of the cruise missile-armed Missouri in the Persian Gulf War of 1991. The modern navies were the first of the armed services faced with fundamental and abrupt technological change. The wooden sailing ships that had fought sea battles for nearly two centuries were, in only a few years, rendered obsolete by a veritable tidal wave of innovation. With the deployment of the revolutionary HMS Dreadnought in 1903, the new technology reached its full fruition: the gigantic sleek, steel-clad, many-gunned vessel that would rule the seas (or at least the minds of Naval commanders) for years to come. O'Connell shows how other nations raced to emulate this new prototype (much in the fashion of the nuclear arms race of later decades), usually at the expense of much more effective forms of naval force. He also demonstrates compellingly the dashed expectations for the battleship occasioned by the outbreak of war in 1914. While many anticipated a massive twentieth-century Trafalgar, in actuality dreadnoughts everywhere avoided battle, and when they did fight, the results were most often inconclusive or even irrelevant. With the Battle of Jutland in 1916--the only real naval showdown of the war--the ineffectiveness of the battleship as the pre-eminent weapon of war was made abundantly clear: the German navy scored on only 120 hits out of 3,597 heavy shells fired while the British had an even more dismal showing--100 out of 4,598, or a hit ratio of 2.17%. Yet, in spite of this display of impotence, the world's great naval yards continued to turn out the huge vessels. O'Connell observes that even after the heart of the American fleet was sunk by the Japanese at Pearl Harbor, the almost superstitious faith in the battleship insured its survival. While they have never played a decisive role in the outcome of any modern war, they have continued to be resurrected and refurbished--even equipped with cruise missles--right up to the present day. Sacred Vessels is more than the unmasking of a false idol of naval history. It is a cautionary tale about the often unacknowledged influence of human faith, culture, and tradition on the exceedingly important, costly, and suppossedly rational process of national defense. Not only is it a gripping tale well-told, it is essential reading for anyone hoping to understand the dynamics involved in the arming of nations.

However, the fates of defeated navies are of enormous interest from a number of perspectives. These include the relative priorities of the victorious powers, acquisition and testing of ex-enemy materiel and the intended future capabilities of those ex-enemy navies that were to be allowed to continue to exist. This new book traces the histories of navies and ships of the defeated powers from the months leading up to the relevant armistices or surrenders through to the final execution of the appropriate post-war settlements. In doing so, it discusses the way in which the victorious powers reached their final demands, how these were implemented, and to what effect.
