Book excerpt: This report provides a detailed diagnostic of the Jordanian labor market. It finds that labor market outcomes are worsening in Jordan. It has one of the lowest levels of labor force participation in the world, and only one out of every three working-age Jordanians has a job. Low rates of firm entry and exit suggest that the process of creative destruction is limited. Most private sector firms are either small - and stay small or large and old. The share of employment in small firms -which tend to be less productive- is growing. Employment is increasingly informal, less productive. High levels of informality drive down overall levels of labor productivity and suggests that important distortions affect the allocation of resources in the economy. At the same time, a large inflow of Syrian refugees and economic migrants makes the need for job creation even more urgent.

It is indicated that the crisis: (1) had an overall negative impact on measured output growth—although anecdotal evidence suggests possibly a positive impact on output in the informal sector; (2) contributed to inflationary pressures, particularly on rents; and (3) strained labor markets, mostly in the informal sector as refugees compete with locals for jobs. Although the crisis has put a strain on the external trade balance, the overall impact on the current account is not clear.

Book excerpt: This paper discusses the Syrian Refugee Crisis (SRC) and conflicts in Syria and Iraq have weighed on investor sentiment, tourism, and exports but the influx of Syrians is likely to have increased aggregate demand. Labor market conditions deteriorated after the massive influx of refugees and nontradable prices accelerated. The balance of payment suffered pressures on the non-oil current account, owing to lower exports of goods and services and higher imports. The SRC has increased the direct fiscal costs persistently by above one percent of GDP, which could double after counting for quality and capital deterioration. The negative impact is decreasing as the influx of Syrian refugees slowed and the stock pushed up aggregate demand. The influx of more than 10 percent of Jordan’s original population may have certainly increased consumption, particularly, over time as the incomers settled and the likelihood of returning to their home country diminishes. Unemployment grew the most in governorates that host most of the refugees.

Book excerpt: Reducing unemployment is a top priority of the Government of Jordan, as expressed in its principal strategies, "we are all Jordan" and the national agenda. Consistent with those strategies and with the recommendations of donors, the Government's approach to reducing unemployment has been to create jobs by attracting investments that promote gross domestic product (GDP) growth. In recent years, Jordan has successfully attracted investment, achieved strong GDP growth, and created many new jobs. This report also recommends actions to further the Government's goal of reducing employment. To accomplish this we cover industrial policy, fiscal policy, regional development, education, and social protection programs. Although this report comments on employment aspects of several policies and programs, truly comprehensive analysis of these policies and programs is beyond its scope. Rather, these findings and recommendations should be considered in the context of ongoing work by the Government, the World Bank, and other donors the various policy and program areas. That work includes analytical work and investments in the areas of: (a) public expenditure, (b) financial sector functioning, (c) investment climate, (d) poverty mapping, and (e) pension reform. It also includes projects in: (a) higher education development, (b) education reform for the knowledge economy, (c) social protection, (d) employer-driven skills development, and (e) regional and local development.

Book excerpt: Jordan is in the eye of the Arab cyclone. It remains stable while surrounded by chaotic political situations in Syria, Iraq, Palestine and the Sinai Peninsula. Jordan has not experienced the massive demonstrations aimed at regime change that have been seen elsewhere in the region, and its relative stability has enabled it to cash in on the geopolitical services it provides. These services include: hosting refugees from Palestine, Iraq or Syria; remaining a reliable ally for many international powers; featuring a strong army that plays a stabilizing role in the region; serving as an intermediary when neighboring countries need a host or a dealmaker; and providing qualified Jordanian workers to fill open vacancies for companies and countries, especially in the Gulf. The current stability in Jordan matches well its historic capacity to resist and adapt to shocks. However, the contemporary situation of the labor market reveals that the weaknesses observed in the countries having experienced revolutions (e.g., Tunisia and Egypt) are also present in Jordan; labor market participation is low with very few women active, and the unemployment rate of educated young people is worrisome. Both the number of Jordanians working abroad and the number of migrant workers in Jordan show the discrepancy between demand and supply of labor in Jordan. This could become problematic, since the economic situation has been worsening, notably with fewer public jobs available. Hence there is a need for international donors to keep supporting Jordan in a difficult regional environment, for the government of Jordan to wittily manage the balance between Transjordanians and West Bankers in the near future and for new workers to alter their expectations in searching for opportunities outside the public sector.

A shift from a general subsidy system to limited rations would greatly reduce budgetary costs and minimize adverse effects on the poor. To reduce subsidies, the authorities had taken measures, during the course of 1990, consistent with the measures suggested. To complete the safety net, a system of self-targeting public works is suggested; a reform of the social security system might also be needed in view of the increased unemployment resulting from the recent Middle East crisis.
