General George Churchill Kenney arrived in the South- west Pacific theater in August 1942 to find that his command, if not in a shambles, was in dire straits. The theater commander, General Douglas MacArthur, had no confidence in his air element. Kenney quickly changed this situation. He organized and energized the Fifth Air Force, bringing in operational commanders like Whitehead and Wurtsmith who knew how to run combat air forces. He fixed the logistical swamp, making supply and maintenance supportive of air operations, and encouraging mavericks such as Pappy Gunn to make new and innovative weapons and to explore new tactics in airpower application. The result was a disaster for the Japanese. Kenney's airmen used air power-particularly heavily armed B-25 Mitchell bombers used as commerce destroyers-to savage Japanese supply lines, destroying numerous ships and effectively isolating Japanese garrisons. The classic example of Kenney in action was the Battle of the Bismarck Sea, which marked the attainment of complete Allied air dominance and supremacy over Japanese naval forces operating around New Guinea. In short, Kenney was a brilliant, innovative airman, who drew on his own extensive flying experiences to inform his decision-making. General Kenney Reports is a book that has withstood the test of time, and which should be on the shelf of every airman.

Because joint doctrine frequently reflects a consensus view rather than a truly integrated joint perspective, the author recommends that joint doctrine-and the processes by which it is derived and promulgated-be overhauled. Book excerpt: In March 2005 the first Space Weapons Officer Air and Space Integration Conference was held at Maxwell Air Force Base, Alabama, as a joint effort between Air Force Space Command (AFSPC) and Air Education and Training Command. As then- AFSPC commander Gen Lance Lord stated in the invitation to the cadre of space weapons officers (SWO):1 "We want to hear from the Space Weapons Officers on the best way to integrate space capabilities at the operational level of warfare. What do they think is the best way to do business? Differing views are okay. Articulate pros/cons and support with past experiences- what's worked, what hasn't." General Lord envisioned a regular event where SWOs would gather in the spirit of the Air Corps Tactical School to discuss, argue, and generate new ideas that could then be tested in war games and exercises for incorporation in doctrine, organization, strategy, tactics, and procedures. The authors of each chapter presented their ideas directly to General Lord and over a dozen general officers from around the Air Force. The entire cadre of space-officer graduates of the Air Force Weapons School at Nellis AFB, Nevada, was invited, and more than 60 attended. The SWOs presented their ideas not only to senior leadership but also to their colleagues and peers. In the Air University tradition of nonattribution, most of the ideas presented generated lively debate. In particular, a recurring theme of "normalizing" the presentation of space forces to the theater commander was greeted with approval from most SWOs, although some of the senior officers in attendance were not quite as enthusiastic. The chapters in Space Power Integration address issues across a spectrum of air- and space-integration topics at the operational level of war. Several studies argue that current space doctrine regarding organization and command relationships needs to be revised, with recommendations ranging from subtle modifications to paradigm-changing constructs. It is important to note that a major revision to Air Force Doctrine Document (AFDD) 2-2, Space Operations, was in process at the time of the conference and during the preparation of this book. As such, many of the fundamental arguments about organizing space forces to best support the theater joint force commander may have been addressed within doctrine. Doctrine does not and cannot provide extensive implementation guidance and direction; therefore, Space Power Integration provides some perspectives from space operators who have had direct responsibilities for integrating air and space power at the operational level of war.

That close harmony stands in sharp contrast to the situation that prevailed throughout most of the Cold War, when the two services lived and operated in wholly separate physical and conceptual worlds, had distinct and unique operating mindsets and cultures, and could claim no significant interoperability features to speak of. Once the unexpected demands of fighting a joint littoral war against Iraq in 1991 underscored the costs of that absence of interoperability, however, both the Air Force and the Navy quickly came to recognize and embrace the need to change their operating practices to accommodate the demise of the Soviet threat that had largely determined their previous approaches to warfare and to develop new ways of working with each other in the conduct of joint air operations to meet a new array of post-Cold War challenges around the world. This monograph describes the evolution of Air Force and Navy integration in aerial strike warfare from the time of the Vietnam War, when any such integration was virtually nonexistent, to the contemporary era when Air Force and Navy air combat operations have moved ever closer to a point where they can be said to provide both a mature capability for near-seamless joint-force employment and a role model for other possible types of closer Air Force and Navy force integration in areas where the air and maritime operating domains intersect.
