The Arctic is both one of the worldÕs largest and smallest regions, encompassing 15% of the earthÕs land mass, yet inhabited by fewer than 1% of the worldÕs population. Its physical vastness is coupled with a wealth of natural resources; in oil alone, the Far North contributes that majority of RussiaÕs production and 25% of US output. At the same time, the Circumpolar North is home to diverse indigenous peoples and cultures, thus setting the stage for conflicts of international scope. In this collection of essays, Oran Young provides a foundation for studying the politics of the Arctic as a distinctive international region. Expanding the traditional approach to area studies, he examines the Far North not only for its unique features, but also as an arena within which to develop new approaches to various issues of worldwide interest. Young challenges persistent stereotypes that marginalize the region, moving beyond the romanticism of many observers to arrive at an understanding of the complex social and ecological systems of the Far North. Book excerpt: Eugen Rosenstock-Huessy, a Christian convert and a social philosophy scholar, had an intense conversation with the Jewish thinker Franz Rosenzweig in 1913. This “Leipzig Conversation” shattered Rosenzweig’s understanding of the meaning of religion, but it also propelled him to embrace his innate Jewish faith. Three years later, they engaged in a correspondence that has emerged as an historic, stunning dialogue on Jewish-Christian thinking. Rosenzweig went on to write The Star of Redemption, a classic work of modern Jewish philosophical theology and to become one of the most important and influential figures of twentieth-century German Jewry. Rosenstock-Huessy took a different path—writing his Sociology, which pointed the social sciences in a new direction based on speech-thinking, and an enormous, rich body of work covering grammar and society, revolutions, Church history, and industrial law; teaching generations of European and American university students; and putting his faith into action. This is the first major collection of essays on these two close friends’ “new thinking.” Their dialogue mirrored Nietzsche’s anti-transcendent reading of Judaism and Christianity, as well as his attack on idealism. But their dialogue also resurrected the redemptive cores of these faiths as sources for the rejuvenation of human society. Book excerpt: In the late 1960s and early 1970s, governments in North America and Western Europe faced a new transnational threat: militants who crossed borders with impunity to commit attacks. These violent actors cooperated in hijacking planes, taking hostages, and organizing assassinations, often in the name of national liberation movements from the decolonizing world. How did this form of political violence become what we know today as “international terrorism”—lacking in legitimacy and categorized first and foremost as a crime? To Deter and Punish examines why and how the United States and its Western European allies came to treat nonstate “terrorists” as a key threat to their security and interests. Drawing on a multinational array of sources, Silke Zoller traces Western state officials’ attempts to control the meaning of and responses to terrorism from the first Palestinian hijacking in 1968 to Ronald Reagan’s militarization of counterterrorism in the early 1980s. She details how Western states sought to criminalize border-crossing nonstate violence—and thus delegitimized offenders’ political aspirations. U.S. and European officials pressured states around the world to join agreements requiring them to create and enforce criminal laws against alleged individual terrorists. Zoller underscores how recently decolonized states countered that only a more equitable global system capable of addressing political grievances would end the violence. To Deter and Punish offers a new account of the emergence of modern counterterrorism that pinpoints its international dimensions—a story about diplomats and bureaucrats as well as national liberation militancy and the processes of decolonization.
