How could Japan hope to survive a war with, much less defeat, an enemy possessing an invulnerable homeland and an industrial base 10 times that of Japan? The Pacific War was one that Japan was always going to lose, so how does one explain Tokyo’s decision? Did the Japanese recognize the odds against them? Did they have a concept of victory, or at least of avoiding defeat? Or did the Japanese prefer a lost war to an unacceptable peace? Dr. Jeffrey Record takes a fresh look at Japan’s decision for war, and concludes that it was dictated by Japanese pride and the threatened economic destruction of Japan by the United States. He believes that Japanese aggression in East Asia was the root cause of the Pacific War, but argues that the road to war in 1941 was built on American as well as Japanese miscalculations and that both sides suffered from cultural ignorance and racial arrogance. Record finds that the Americans underestimated the role of fear and honor in Japanese calculations and overestimated the effectiveness of economic sanctions as a deterrent to war, whereas the Japanese underestimated the cohesion and resolve of an aroused American society and overestimated their own martial prowess as a means of defeating U.S. material superiority. He believes that the failure of deterrence was mutual, and that the descent of the United States and Japan into war contains lessons of great and continuing relevance to American foreign policy and defense decision-makers.

Book excerpt: The unresolved territorial dispute between Japan and Russia over the South Kuril Islands/Northern Territories remains the largest obstacle to concluding a peace treaty and fully normalising bilateral relations between the two nations. This book traces the evolution of transnational relations between subnational public authorities in Hokkaido and Sakhalin, examining the interrelationship between these ties and the Russo-Japanese territorial dispute. The book investigates why the development of Hokkaido-Sakhalin relations has failed to create, at the subnational level, an environment conducive to resolving (kankyo seibi) the South Kuril Islands/Northern Territories dispute. Brad Williams suggests that kankyo seibi has not worked primarily because Russia’s troubled transition to a liberal democratic market economy has manifested itself in ways that have ultimately increased the South Kuril Islands’ intrinsic and instrumental value for the Sakhalin public and regional elite. This in turn has limited the impact from the twin transnational processes of cultural and economic exchange in alleviating opposition to the transferral of these disputed islands to Japan. Drawing upon a wealth of primary and secondary sources from both countries, this book utilises levels of analysis and an analytical framework that incorporates national and subnational, as well as governmental and non-governmental forces to discuss a relatively unexplored aspect of Russo-Japanese relations. As such, Resolving the Russo-Japanese Territorial Dispute will appeal to students and scholars of Asian politics, international relations and post-communist states.

Yet many inside and outside Japan have asked whether the country should or will return to commanding armed forces amid an increasingly challenging regional and global context and as domestic politics have shifted in favor of demonstrations of national strength. Tom Phuong Le offers a novel explanation of Japan’s reluctance to remilitarize that foregrounds the relationship between demographics and security. Japan’s Aging Peace demonstrates how changing perceptions of security across generations have culminated in a culture of antimilitarism that constrains the government’s efforts to pursue a more martial foreign policy. Le challenges a simple opposition between militarism and pacifism, arguing that Japanese security discourse should be understood in terms of “multiple militarisms,” which can legitimate choices such as the mobilization of the Japan Self-Defense Forces for peacekeeping operations and humanitarian relief missions. Le highlights how factors that are not typically linked to security policy, such as aging and declining populations and gender inequality, have played crucial roles. He contends that the case of Japan challenges the presumption in international relations scholarship that states must pursue the use of force or be punished, showing how widespread normative beliefs have restrained Japanese policy makers. Book excerpt: America needs better options for resolving potential crises In recent years, the Pentagon has elevated its concerns about Russia and China as potential military threats to the United States and its allies. But what issues could provoke actual conflict between the United States and either country? And how could such a conflict be contained before it took the world to the brink of thermonuclear catastrophe, as was feared during the cold war? Defense expert Michael O'Hanlon wrestles with these questions in this insightful book, setting them within the broader context of hegemonic change and today's version of great-power competition. The book examines how a local crisis could escalate into a broader and much more dangerous threat to peace. What if, for example, Russia's “little green men” seized control of a community, like Narva or an even smaller town in Estonia, now a NATO ally? Or, what if China seized one of the uninhabited Senkaku islands now claimed and administered by Japan, or imposed a partial blockade of Taiwan? Such threats are not necessarily imminent, but they are far from inconceivable. Washington could be forced to choose, in these and similar cases, between risking major war to reverse the aggression, and appeasing China or Russia in ways that could jeopardize the broader global order. O'Hanlon argues that the United States needs a better range of options for dealing with such risks to peace. He advocates “integrated deterrence,” which combines military elements with economic warfare. The military components would feature strengthened forward defenses as well as, possibly, limited military options against Russian or Chinese assets in other theaters. Economic warfare would include offensive elements, notably sanctions, as well as measures to ensure the resilience of the United States and allies against possible enemy reprisal. The goal is to deter war through a credible set of responses that are more commensurate than existing policy with the stakes involved in such scenarios.

Having emerged at the end of World War II, this conflict has now existed for more than seven decades. And yet, despite the passage of so much time, within Japan there remains a resilience of belief that the islands will eventually be returned. This book provides a comprehensive analysis of Japan’s prospects of ever recovering these "Northern Territories". Offering an in-depth account of why the Japanese side believe they still have a chance of securing the return of the four islands, it also provides an objective and methodical evaluation of the prospects of these expectations being realised. The key finding is that Japanese policymakers and scholars have consistently overestimated the extent of Japan’s leverage with regard to Russia, and that there is, in fact, already no possibility whatsoever of sovereignty over the four islands being restored to Japan. This has major implications for Japanese decision makers who must balance their principled commitment not to compromise on territorial issues with more pragmatic considerations of energy security and how to contain the rise of Chinese regional power. Presenting a unique analysis and a strikingly different perspective on this territorial dispute, the findings of this book are of considerable importance for international relations within the Asia-Pacific region.
