Japan stands at the forefront of such social change in the East Asian region as well as in the Global North. It is in this context of ‘post-growth society’ that housing issues are examined, using the experiences of Japan at the leading edge of social transition in the region. The post-war housing system was developed during the golden age of economy and welfare, when upward social trajectories such as increasing population, high-speed economic growth with rising real incomes, housing construction driven by high demands, increasing rates of home ownership supported by generous government subsidies generated new housing opportunities and accompanying issues. As we have entered the post-growth phase of socio-economic development, however, it requires a re-examination of such structure, policy and debates. This volume explores what roles housing plays in the reorganisation and reconstruction of economic processes, social policy development, ideology and identity, and intergenerational relations. The volume offers a greater understanding of the characteristics of post-growth society – changing demography, economy and society – in relation to housing. The Committee's report, which was issued in September 1946 and served as a blueprint for government policies in the years of rebuilding that followed, is reprinted here in an English translation, with introductions by two noted economists that place it in context and underline its importance. The report first surveys war damage and outlines the myriad problems left for Japan in the wake of its defeat: food and materials shortages, a devastated physical and industrial infrastructure, the pressure of increased population in both rural and urban areas, and the burden of reparations payments. It goes on to describe the global economic environment in which the Japanese economy would be operating and the special characteristics of the nation's social and economic structure that would affect its adjustment to a postwar world order. The reconstruction of Japan's economy, as the volume's compiler Saburo Okita points out, was essentially a process of transition from a managed economy to a market economy. These are some of the main questions addressed in this absorbing and thorough study. Dividing the period into three main phases, the author shows that policy played a crucial role in the initial period of post-war recovery. It did so not by `picking winners' but by creating a stable base from which development could occur by spreading the cost of introducing market competition over time. In the succeeding high growth period and more recently Japan's industrial policy attempts only to promote the development of new technology and smooth the decline of sectors that are no longer globally competitive. That Japan itself no longer practises industrial policy on a wide scale is an irony little appreciated by those advocating the adoption of a `Japan style' industrial policy elsewhere.
