He is passionate for documents, Custom House records, tables of statistics, the Statute Book, newspapers, pamphlets, broadsheets. Without contem porary testimony to their significance they remain blind or rather dead, and of the witnesses to Whom appeal may be made the orator is by no means the least informative. As for the economic substratum of the Act of Union, by far the amplest and' most accurate account of it is to be found in the Parliamentary debates, especially in the speeches'of Sir John Foster on the One side and Lord Castlereagh on the other.
