For seven economic objectives, college roles in economic development are identified, as are the colleges which serve as examples, possible economic benefits for each objective/role, possible institutional benefits, and some potential concerns. College roles in economic development are described for specific institutions of the following types: regional, urban, historically black, technological, and flagship campuses at state university systems. Also considered are 10 prerequisites for success for college involvement in economic development. Historically black colleges and universities (HBCUs) play an important role in higher education. Since their inception, they have attracted and nurtured intellectuals including Toni Morrison, Thurgood Marshall, and W.E.B. Du Bois, among others. African Americans and other underserved populations sought solace from de jure and de facto segregation at HBCUs. While African American students can attend predominately white institutions (PWIs), HBCUs continue to produce a significant number of black professionals in education, dentistry, law, medicine, and STEM fields. Generations of African Americans who since have completed undergraduate, graduate, and professional degrees at HBCUs have found well-paying jobs and entered the middle class. At the same time, despite encountering discriminatory education, employment, and housing practices, many graduates created black enclaves after buying homes, and their children and grandchildren benefitted from their struggles, including the fight to integrate into workspaces. Examining the role of HCBUs not only in higher education but also in directing social dynamics and economic policy outside of institutions is, therefore, paramount. Book excerpt: Beginning in the 1830s, public and private higher education institutions established to serve African-Americans operated in Pennsylvania and Ohio, the Border States, and the states of the old Confederacy. Until recently the vast majority of people of African descent who received post-secondary education in the United States did so in historically black institutions. Spurred on by financial and accreditation issues, litigation to assure compliance with court decisions, equal higher education opportunity for all citizens, and the role of race in admissions decisions, interest in the role, accomplishments, and future of Historically Black Colleges and Universities has been renewed. This volume touches upon these issues. Historically Black Colleges and Universities (HBCUs) are a diverse group of 105 institutions. They vary in size from several hundred students to over 10,000. Prior to Brown v. Board of Education, 90 percent of African-American postsecondary students were enrolled in HBCUs. Currently the 105 HBCUs account for 3 percent of the nation's educational institutions, but they graduate about one-quarter of African-Americans receiving college degrees. The competition that HBCUs currently face in attracting and educating African-American and other students presents both challenges and opportunities. Despite the fact that numerous studies have found that HBCUs are more effective at retaining and graduating African-American students than predominately white colleges, HBCUs have serious detractors. Perhaps because of the increasing pressures on state governments to assure that public HBCUs receive comparable funding and provide programs that will attract a broader student population, several public HBCUs no longer serve primarily African-American students. In addition, this thesis also examines the impact that college education has on the economic development of these counties, with particular focus on the role of Historically Black Colleges and Universities. The thesis is composed of two papers: "Education and Socioeconomic Wellbeing in Racially Diverse Rural Counties", and "Economic Growth in Racially Diverse Rural Counties: The Contribution of Historically Black Colleges and Universities." The first of the two papers provides a descriptive review of the racially diverse rural counties (RDRCs) which are located exclusively in the rural south and generally have very low levels of economic well-being. On a positive note, college education levels in RDRCs are found to have increased rapidly between 1990 and 2000. County-level, regression analysis suggests that these increases were in part due to the concentration of Historically Black Colleges and Universities in the region. Local investments in K-12 education are also found to be linked to county education levels. The second paper uses county subdivision level regression analysis, and finds that proximity to HBCUs influences college education amongst Blacks in RDRCs positively. Further county subdivision-level regression analysis suggests that the rate of college education attainment in these counties amongst Blacks and the general population has a significant positive impact upon income growth in RDRCs.

Northern white philanthropy had much to do with the start and maintenance of the nation's HBCUs from 1837 into the 1940s. Even from 1950 to 1970, HBCUs depended upon financial support of philanthropic groups, benevolent societies, and federal and state government agencies, but the survival of HBCUs became dependent mostly on their own creative responses to the changing environment of higher education. America's Historically Black Colleges shows how black colleges began than arduous nineteenth-century journey, providing higher education for former slaves and their African-American descendants-as well as for other students struggling for institutional survival most of the time, but adapted themselves to new missions and adjusted to recent and challenging developments in American higher education, Far from being institutions of higher educators the HBCES have helped to shape our culture and society.
