Book excerpt: The study was intended to investigate the impact of EPWP in job creation in the Rambuda area in the Mutale municipality of the Vhembe District in the Limpopo Province. Qualitative methods, which involved focus groups interviews and in-depth individual interviews were used to find out the impact of EPWP in job creation. Rambuda area was selected because the project was implemented in that area. The results revealed that the Rambuda EPWP had created many jobs for a number of jobless people including, males, females and youths. The employees were paid on a task base where they were paid R30.00 per task. The implication of the results was that Rambuda EPWP has had a significant impact in terms of job creation in the area.

Book excerpt: The purpose of this study was to investigate and describe the impact that lived experiences have on trainees of the EPWP. As one of the main employment creation strategies, the EPWP is aimed at reducing unemployment as well as contributing to ending the skills deficit in South Africa by creating temporary employment opportunities for the unemployed and mainly unskilled. Given the strong link between waged employment and poverty income in South Africa, it is important to respond to the challenge of unemployment. Understanding the type of participants who join the EPWP is crucial in order to understand if the programme has an impact on the lives of trainees. Hence the lived experiences of trainees are examined. Firstly, the study examined how the education, skills and training attained by trainees impact on the EPWP training experience. Secondly, the research investigated the conditions of EPWP employment to obtain evidence on whether the programme working and training experience increase the skills and employability of trainees. Lastly, the survival strategies employed by trainees in order to deal with and overcome their socio-economic embeddedness was researched. This study made use of semi-structured interviews conducted with thirty former trainees of the EPWP at Tshwane Leadership Foundation. The study reveals that lived experiences have a significant impact on determining how participants interact with the programme. The programme is being implemented as more of a social protection measure than a labour market performance booster. The principal reason for this was the programmes lack of work experience and training that could improve the participant's labour market performance. In this way, the program is more of a social safety net and less of a labour market performance. This nuance helped participants meet and overcome their socio-economic embeddedness.

Book excerpt: The Expanded Public Works Programme (EPWP) was announced by the former president, Mr Thabo Mbeki, in 2002. The EPWP is one part of an overall government strategy to reduce poverty through the alleviation and reduction of unemployment. It is a deliberate approach to ensure that participants gain the necessary skills, increase their capacity to earn an income and increase their chances of securing employment, and embarking on sustainable intervention in the second economy to address social and economic inequities. The EPWP aims to create employment in four sectors: infrastructure, the environment, the social sector and the economic sector. This study focused on the social sector, specifically the programme for social auxiliary workers. The goal of the study was to determine the impact of the EPWP on Social Auxiliary Work (SAWs) in the Ekurhuleni Metropolitan area. In order to achieve this goal, a quantitative research approach was adopted to determine whether the EPWP for social auxiliary workers is successful in poverty alleviation and skills development. A questionnaire was designed as a data collection instrument which was divided into the broad categories of biographic information, poverty alleviation and skills development. Quantitative data were collected through a process of group administration. Quantitative findings indicated that the EPWP for SAWs was successful in terms of poverty alleviation. The findings indicated that the majority of respondents who had no income before the EPWP for SAWs earned an income after enrolling into the EPWP. Those who had an income before EPWP indicated that their financial position improved after enrolling into the EPWP for SAWs. Through the findings respondents also indicated that after qualifying as SAWs, securing employment was easy. SAWs reported that they were able to afford groceries, technology (airtime), toiletries, non-consumables, accommodation and clothing after enrolling into the EPWP for SAWs. The study also found
