The concept of disaggregation admits to our current inability to solve many types of interrelated hierarchical problems simultaneously. It offers instead a sequential, iterative process as a workable and necessary procedure. The papers in this volume are selected from those presented at a Disaggregation Conference held in March, 1977 at The Ohio State University. We heartily applaud all those who participated in the conference and particularly appreci ate the cooperation of those authors whose work is published in this collection. Part A contains four papers which define the various dimensions of disaggregation. The paper by Martin Starr, which was the text of his luncheon address at the conference, provides several interesting perspectives to the problem. Although disaggregation suggests tear ing apart, as Professor Starr illustrates with his butterfly example, it also suggests a putting together or a synthesis which recognizes interrelationships and dependencies. The next paper by Lee Kra jewski and Larry Ritzman offers a general model of disaggregation for both the manufacturing and service sectors. After reading the papers in this section, as well as the papers in subsequent sections, you will identify other dimensions to hierarchical decision making which go beyond this generalized model.

So too have questions about the nature of the world order that will succeed the structure of the last fifty years. This study explores the connections among these topics. It describes the prevailing conceptual model of nuclear proliferation, evaluates proliferation's changing technical features, considers economic and political factors bearing on its future rate and character, and speculates about proliferation's implications on the post-cold-war world order. It also considers the role of international public policy in meeting proliferation's challenges. Arguing that updated approaches are needed, the analysis emphasizes cooperative over coercive approaches to order. It concludes with an assessment of progress to date in meeting these new challenges, arguing that the new agenda is only slowly coming into focus.

The volume begins with an overview of Maoist rebels in 1996, as they launched a ‘people’s war’ to overthrow the monarchy and establish a socialist republic in Nepal. Specifically, it attempts to bring out the tensions between minority ethnic groups and low castes in the rural areas and the upper caste Hindus who still have a hold albeit tenuous over the country. The work attempts to document and analyse the conflict which ended with a Comprehensive Peace Agreement (CPA) in November 2006 and providing for the return and rehabilitation of all people displaced by the conflict. Those from impoverished communities fled the fighting, Maoist extortion and forced recruitment, to district centres, large cities such as Kathmandu, Biratnagar, Nepalgunj, and across the border to India. Apart from the question of filling in the gap in the existing literature on the People’s War in Nepal, the volume aims to raise certain questions relating to the situation of the Internally Displaced Persons in Nepal. The study also focuses on the governmental measures, the attitude of the host community and the struggle of the IDPs in a new environment that influenced and impacted upon their social and cultural life. A discussion of customary international law (CIL). Throughout the study particular values are examined for their potential effect on the legitimacy of the process of custom. The writer argues that, in order to achieve legitimacy enhancing transparency in the process of custom, it must be acknowledged first that the power applied by international tribunals when they inaugurate new norms of customary international law always creates categories of "dominance" and "subservience", "inclusion" and "exclusion". Such an acknowledgement would foster a situation where both the power applied by tribunals and the manner in which it is applied, can legally be scrutinized for excesses that limit first the transparency of the process of custom, and second the legitimacy of norms of customary international law.
