Party Institutionalization and Women's Representation in Democratic Brazil theorizes the connections across those problems, explaining how weakly institutionalized and male-dominant parties interact to undermine descriptive representation in Brazil. This book draws on an original multilevel database of 27,653 legislative candidacies spanning six election cycles, over 100 interviews, and field observations from throughout Brazil. Wylie demonstrates that more inclusive participation in candidate-centered elections amidst raced-gendered structural inequities relies on institutionalized parties with the capacity to support women, and the will, heralded by party leadership, to do so. The book illustrates how women leaders in Brazil's more institutionalized parties enable white and Afro-descendant female aspirants to navigate the masculinized terrain of formal politics. It enhances our understanding of how parties mediate electoral rules, as well as institutional and party change in the context of weak but robustly gendered institutions.

Its “free market” strategies exacerbated the debt crisis, and in response new forms of social movement organizing arose among the country’s poor, including women’s groups. Gendered Paradoxes focuses on women’s participation in the political and economic restructuring process of the past twenty-five years, showing how in their daily struggle for survival Ecuadorian women have both reinforced and embraced the neoliberal model yet also challenged its exclusionary nature. Drawing on her extensive ethnographic fieldwork and employing an approach combining political economy and cultural politics, Amy Lind charts the growth of several strands of women’s activism and identifies how they have helped redefine, often in contradictory ways, the real and imagined boundaries of neoliberal development discourse and practice. In her analysis of this ambivalent and “unfinished” cultural project of modernity in the Andes, she examines state policies and their effects on women of various social sectors; women’s community development initiatives and responses to the debt crisis; and the roles played by feminist “issue networks” in reshaping national and international policy agendas in Ecuador and in developing a transnationally influenced, locally based feminist movement.

Book excerpt: Institutionalizing Gender analyzes the relationship between class, gender, and psychiatry in France from 1789 to 1900, an era noteworthy for the creation of the psychiatric profession, the development of a national asylum system, and the spread of bourgeois gender values. Asylum doctors in nineteenth-century France promoted the notion that manliness was synonymous with rationality, using this "fact" to pathologize non-normative behaviors and confine people who did not embody mainstream gender expectations to asylums. And yet, this gendering of rationality also had the power to upset prevailing dynamics between men and women. Jessie Hewitt argues that the ways that doctors used dominant gender values to find "cures" for madness inadvertently undermined both medical and masculine power—in large part because the performance of gender, as a pathway to health, had to be taught; it was not inherent. Institutionalizing Gender examines a series of controversies and clinical contexts where doctors' ideas about gender and class simultaneously legitimated authority and revealed unexpected opportunities for resistance. This study is an investigation of the nature and dynamics of women's interest groups and their impact on the legislative process in the 1980's. It evaluates the political activities of women's organizations as they relate to the public policy agenda promoting economic equity. the focus is on the role of women's political organizations as agents of change in employment policy, i.e., the Economic Equity Acts of the 1980's developed to implement the Equal Rights Amendment. These issues were selected because they were representative of major legislation which could change the lives of women in increased pay, job opportunities and job protection. This study utilized survey research and multiple case study methods. Data was gathered by surveying national women's organizations, conducting personal interviews, and multiple case studies by examining existing information through document study and consultation. the research question concerned the politics of women's interests, i.e., the factors that determine access with respect to the legislative process. What strategic choices do women's interest groups make when seeking political involvement and effectiveness? the method tested assumptions regarding the relative utility of political resources within the national legislative arena. the hypothesis suggests linkages between political resources and access to public policy development. Ninety-three organizations representing women have maintained offices in Washington D.C. and requested a listing in the index of the Washington Representatives 1992 directory. Questionnaires and interviews with a representative sample of the interest groups revealed: (1) Women's interest groups that are national in scope have increased in number, diversity, fragmentation and conflict, yet unite on issues in pursuit of political change. (2) Membership and coalition building are the political activities that determine access with respect to legislation. (3) From 1980 to 1990 the factors contributing to access to public policymaking benefiting women have translated into legislative incrementalism due to the influence of the special interest groups. Controlling factions may be the basis of democracy, but the pluralist model in which the diversity of interests prevents the domination of any one interest did not prevail in the 1980's. the proliferation of interest groups was assumed to open up the political process and the plethora of new issues, however, it did not curb the influence of the special interests. Patriarchy, ideology and a lack of resources in a quantity equal to the opposition acted as major barriers to equal opportunity for women.

Today, it is the umbrella organization for roughly six hundred women's groups in Canada. The authors of this study argue that, if women's movements are to achieve their equality goals, they must develop enduring institutions that allow women's efforts to be organized over the course of several generations. The authors examine the process of institutionalization through an in-depth study of the National Action Committee. In the belief that women's movements in Canada have become more or less permanent features of the political system, operating parallel to its official structures, the author argue the need for a feminist political science that can accommodate the study of both women's politics in their autonomous movements and women's conventional activities in official politics. Indeed, this book undertakes political analysis 'as if women mattered': it focuses on women's interests and draws on feminist theory while remaining connected to the broad framework of political science. The book documents NAC's evolution as a 'parliament of women.' It shows how the organization moved from a fairly narrow status-of-women focus in its policies to a broadly conceived policy framework that linked such apparently sex-neutral issues as free trade, federalism, and taxation to feminism. Although the more comprehensive feminist approach to public policy proved dangerous for NAC in a conservative era, it also solidified its role and reputation as a major play in equality-seeking politics in Canada.

Book excerpt: Here Christina Wolbrecht boldly demonstrates how the Republican and Democratic parties have helped transform, and have been transformed by, American public debate and policy on women's rights. She begins by showing the evolution of the positions of both parties on women's rights over the past five decades. In the 1950s and early 1960s, Republicans were slightly more favorable than Democrats, but by the early 1980s, the parties had polarized sharply, with Democrats supporting, and Republicans opposing, such policies as the Equal Rights Amendment and abortion rights. Wolbrecht not only traces the development of this shift in the parties' relative positions--focusing on party platforms, the words and actions of presidents and presidential candidates, and the behavior of the parties' delegations in Congress--but also seeks to explain the realignment. The author considers the politically charged developments that have contributed to a redefinition and expansion of the women's rights agenda since the 1960s--including legal changes, the emergence of the modern women's movement, and changes in patterns of employment, fertility, and marriage. Wolbrecht explores how party leaders reacted to these developments and adopted positions in ways that would help expand their party's coalition. Combined with changes in those coalitions--particularly the rise of social conservatism within the GOP and the affiliation of social movement groups with the Democratic party--the result was the polarization characterizing the parties' stances on women's rights today.
