In these twenty nontechnical essays, Giersch clearly demonstrates the essential connection between theoretical academic research and the creation of economic policy, reflecting his belief that the study of economics should lead to improvement of the social order and of the quality of human life. Some of the policy positions that Giersch favors are free trade, limits to government, and openness of economies to future possibilities.The chapters are arranged in two parts with the first focusing on economic growth and structural change and the second on issues of monetary policy, inflation, and exchange rates. As the first English-language study to analyze the development, extent, and importance of the Nazi-Soviet economic relationship from Hitler's ascension to power to the launching of Operation Barbarossa in June 1941, this book highlights the crucial role that Soviet economic aid played in Germany's early successes in World War II. When Hitler's rearmament efforts left Germany dangerously short of raw materials in 1939, Stalin was able to offer valuable supplies of oil, manganese, grain, and rubber. In exchange, the Soviet Union would gain territory and obtain the technology and equipment necessary for its own rearmament efforts. However, by the summer of 1941, Stalin's well-calculated plan had gone awry. Germany's continuing reliance on Soviet raw materials would, Stalin hoped, convince Hitler that he could not afford to invade the USSR. As a result, the Soviets continued to supply the Reich with the resources that would later carry the Wehrmacht to the gates of Moscow and nearly cost the Soviets the war. The extensive use in this study of neglected source material in the German archives helps resolve the long-standing debate over whether Stalin's foreign policy was one of expansionism or appeasement.

Book excerpt: Standard histories of European integration emphasize the immediate aftermath of World War II as the moment when the seeds of the European Union were first sown. However, the interwar years witnessed a flurry of concern with the reconstruction of the world order, generating arguments that cut across the different social sciences, then plunged in a period of disciplinary soul-searching and feverish activism. Economics was no exception: several of the most prominent interwar economists, such as F. A. Hayek, Jan Tinbergen, Lionel Robbins, François Perroux, J. M. Keynes and Robert Triffin, contributed directly to larger public discussions on peace, order and stability. This edited volume combines these different strands of historical narrative into a unified framework, showing how political economy was integral to the interwar literature on international relations and, conversely, how economists were eager to incorporate international politics into their own concerns. The book brings together a group of scholars with varied disciplinary backgrounds, whose combined perspectives allow us to explore three analytical layers. The first part studies how different forms of economic knowledge, from economic programming to international finance, were used in the quest for a stable European order. The second part focuses on the existence of conflicting expectations about the role of social scientific knowledge, either as a source of technical solutions or as an input for enlightened public discussion. The third part illustrates how certain ideas and beliefs found concrete expression in specific institutional settings, which amplified their political leverage. The question whether investment subsidization as a core policy instrument is a suitable measure to initiate a self-sustaining upswing in the Eastern German economy and an improvement of living standards has been reason for dispute since the beginning of transition. Using econometric techniques, the study analyzes the effects of investment subsidies on economic structure, employment and productivity in the Eastern German industry. The study suggests that there is a need for redesigning subsidization and changing infrastructure and labor market policies.
