Book excerpt: Inhaltsangabe:Abstract: Since the adoption of the Single European Act (SEA) in 1986 more and more competencies have been transferred by EU Member States to decision makers in Brussels. Beside the objective of the completion of the Single Market the scope of Community policies has widened to political co-operation, technological development, and social policy. In addition, the powers of the European Parliament were strengthened and qualified majority voting was introduced for decisions related to the completion of the internal market. Since the summits of Maastricht and Amsterdam European integration has further gained in momentum. National governments again handed over sovereignty to the European level. Jacques Delors famous quote that 80% of regulations impacting on the economic sphere were decided in Brussels today demonstrates the shift of competency. Within the last 15 years Brussels has become an important centre of power. This transference of power to the European level also has affected the behaviour of interest groups. Before 1986 it usually was sufficient to lobby the own national administration in order to influence regulations. The main function of European peak organisations at the time was on the one hand to monitor events in Brussels and report them back to their member federations on the other hand they formed a transnational network for the exchange of information. The growing power of European institutions and the strengthening of the supranational element within the European Union required interest groups to broaden their participation in the European decision making process. In addition, the technical problems regarding the realisation of the internal market, e.g. harmonisation of services, standardisation of products etc. has triggered off an enormous demand for technical input on the side of the European institutions. Since the adoption of the SEA, thus, interest groups have proliferated. New groups with new interests have emerged. Long established organisations have increased their financial and personnel resources. After Washington D.C., Brussels has become the second biggest boomtown for lobbying activities. In 1992 the Commission has estimated that approximately 3000 special interest groups with a total of 10,000 lobbyists try to influence the institutions of the European Union. However, although this phenomenon has attracted a lot of attention, there is surprisingly little systematic research on the topic" (Andersen and Eliassen 1991). In contrast to the role of interest groups in the US legislative process comparatively little is known about their role in Brussels. Only a minority of the great many Eurogroups has been under examination by researchers so far. While the European Trade Union Confederation (ETUC) has attracted considerable attention research has neglected the European confederation of employers and industry, UNICE. Hardly any studies are available on the multitude of business associations; practically no research has been carried out on the role of consultants, law firms and multinational corporations. Objective The objective of the case study is to determine the influence EUROCHAMBRES as a business association representing SMEs has on the European decision-making process. It will provide answers to the following questions: What are business associations? What is the European decision making process? What are the criteria and factors that determine the influence of interest groups on the policy process in general and on the EU decision making process in particular? What are the indicators that tell us whether an interest organisation can meet these factors of influence? In how far does EUROCHAMBRES meet the criteria that are relevant for influence in the European decision making process?

I had the great opportunity to work on it for one year at the European University Institute in Florence and to finalise the oeuvre during my stay with the European Commission's Institute for Prospective Technological Studies in Seville. The subject matter of the book is intellectual property rights, patents in particular, and their process of harmonisation in Europe. At the beginning of the work, the intention was not to focus immediately on one narrow field in the huge realm of intellectual property rights but rather to open my mind in order to capture a broad variety of new ideas and concepts in the book. The work at three different institutes in three different European countries over the period of four years naturally exposed the work to diverging ideas and the exchange of views with many people. This is one reason for the wide spread of topics ordered around the given leitmotif, such as epistemological foundations, political background information,. the protection of biotechnological inventions and the building up process of intellectual property right systems in the countries of Central and Eastern Europe. In chapter two I take up Polanyi's differentiation of codifiable and tacit knowledge. Applying these concepts to my own work I realise that this book is only the visible and codified part of knowledge I was able to capture.

The TPNs covered are those in a variety of fields including: conflict-prone natural resources, health, energy security, migration, human trafficking, combating of terrorism financing and climate change. The chapters are developed around six main lines of inquiry. The lines of inquiry articulated are: modalities through which the EU influences TPNs around the world, TPNs’ influence of policy and decision-making within the EU, conditions under which engagement between the TPNs and the EU may be regarded as successful, the identity and location of the TPNs and finally the added value or futility of a strategy developed in Brussels to weaken or fortify interactions with the networks studied. The importance of TPNs should be approached from the angle of the heightened attention now placed on informal modes of decision making. Increasingly there is a sense that many international decisions are adopted and internalized through networks that can be efficient yet wanting in transparency. The book unveils complex debates on the inter-phase between inter-governmental / supranational entities like the EU, on the one hand, and networks, on the other.
