Book excerpt: In Today's world, we have been witnessed several terrorist events originating from ethnic conflicts. Millions of people have been killed and displaced because of violent ethnic conflicts. In order to deal with ethnic violence, countries employ various policy interventions from hard-line to soft-line. Turkey and Spain have both suffered at hands of ethnically motivated terrorist organizations, the Kurdistan Workers' Party (PKK) since 1984 and the Basque Homeland and Independence (ETA) respectively. Terrorist attacks undoubtedly occupied a significant proportion of both countries domestic and foreign political agenda. Thus, Turkey and Spain have implemented diversified policies, including hard-line, soft-line and mixed methods against the PKK and ETA. The main purpose of this dissertation was to examine the relationship between soft-line governmental policy interventions and the responses of the terrorist organizations by specifically focusing on the PKK (Partiya Karkerên Kurdistan) in Turkey and ETA (Euskadi Ta Alkatasuna) in Spain during the democratization period of each country. The democratic transition periods for each state (between 1975 and 1990 for Spain, and 1995 and 2010 for Turkey) were analyzed in the study. Therefore, I attempted to seek the answer to the question `what is the impact of soft-line Spanish and Turkish governmental policies on the level of PKK and ETA-initiated violence?`. In order to measure the effectiveness of these policies, time series analysis was used in this study. This study also aimed to investigate the short-run and long-run impact of governmental policy interventions on the terrorist tactics and activities. To accomplish this purpose and address the problem, descriptive statistic, Negative binomial and VAR (Vector Auto Regression) analyses were deployed in this study. Based on these analyses, I found that Spanish and Turkish soft-line policies had statistically significant and positive impacts on the level of PKK and ETA-inflicted violence during the democratization period of each country, rather than decreasing or neutral impacts. Moreover, I also found that democratization process of Spain and Turkey increased the level of violence in the short run, however, in the long run, the level of violence considerably reduced. Secondly, I examined the attack strategies of the PKK and ETA during the time period observed in this study. I found that both the PKK and ETA mainly targeted civilians rather than the military and government officials, and both terrorist organization aimed more deadly attacks against the governments by using bombing method in a small number of incidents. Three analyses employed in this dissertation revealed that when the country continued to implement its soft-line policies targeting the ethnic grievances, and reached the status of a well-established democracy, the level of violence considerably decreased in the long run since public support for the terrorist organizations was eliminated thanks to those governmental policies.

Book excerpt: This book is the result of a research project organized by the Foundation for Political, Economic and Social Research (Siyaset, Ekonomi ve Toplum Araştırmaları Vakfı, SETA) born out of the need to understand the context-specific dynamics of the violent radicalization of the PKK and its urban strategy between 2015 and 2016. The aim is to explore the causes, new dynamics, and effects of PKK terrorism, and to explain the failure of its urban warfare tactics in Turkey. Such an exploration is timely in two significant ways. First, the Middle East is witnessing an appreciable rise in terms of the violent rhetoric and terrorist actions of certain violent terrorist organizations. While the unfamiliar dynamics of this new radical extremist trend may differ from country to country, and from region to region, the PKK case is a textbook example regarding the question of how a terrorist group devastates the daily life of ordinary people, and destabilizes the nature of the regional order. Secondly, understanding and addressing the PKK’s violent tactics require comprehending how the newly emerging regional geopolitical antagonism and disorder transform the strategy of a terrorist organization, and affect the nature of the conflict, especially in the post-Arab Spring period in the Middle East.

Book excerpt: Domestic terrorist groups, like all violent nonstate actors, compete with governments for their monopoly on violence and their legitimacy in representing the citizenry. Battle for Allegiance shows violence is neither the only nor the most effective way in which nonstate actors and governments work to achieve their goals. As much as nonviolent strategies are a rarely considered piece of the puzzle, the role of the audience is another crucial piece often downplayed in the literature. Many studies emphasize the interactions between the government and the terrorist group at the expense of the constituency, but the constituency is the common cluster for both actors to gain legitimacy and to demand its allegiance. In fact, the competition between the two actors goes far beyond who is superior in terms of military force and tactics. The hardest battles are fought over the allegiance of the citizens. Using a multimethod approach based on exclusive interviews and focus groups from Turkey and large N original data from around the world, Seden Akcinaroglu and Efe Tokdemir present the first systematic empirical analysis of the ways in which terrorist groups, the government, and the citizens relate to each other in a triadic web of action. They study the nonviolent actions of terrorist groups toward their constituencies, the nonviolent actions of governments toward terrorists, and the nonviolent actions of governments toward the terrorist group’s constituencies. By investigating the causes, targets, and consequences of accommodative actions, this book sheds light on an important, but generally ignored, aspect of terrorism: interactive nonviolent strategies.

Book excerpt: In this thesis, Turkey's struggle against PKK terrorism is analyzed to find an answer to the main research question of this thesis: Why has Turkey not overcome the PKK and its terrorism after thirty years of struggle? To accomplish this, two subquestions are asked. The first sub-question deals with the perceptions and consequences of terrorism. Consequently, the thesis seeks a comprehensive understanding the motivations of both PKK cadres and Turkish decision makers. The second sub-question seeks to answer the question of why Turkish countermeasures against the PKK's tactics did not put an end to it. Likewise, the second question seeks reasons why PKK terrorism has not achieved the group's political objectives. Hence, the thesis described the mistakes of both parties in the interactive process. The main argument of this thesis is that Turkey has not managed to destroy the PKK because it is entrapped by the PKK's tactics, which aim to make the adversary overreact and force its adversary to implement measures which have counterproductive unintended consequences. Hence, the thesis argues that the PKK has successfully created a gap between the Turkish state and its Turkish citizens with Kurdish origin. Consequently, the PKK has managed to survive for thirty years by convincing these alienated Turkish Kurds to tacitly support the terrorist group.
