As a result of our nation's current economic downturn, many school districts are facing difficult decisions of which school-based programs to continue or cut. The benefits and challenges of keeping school-based performing arts programs are explored. According to the literature, students may profit socially, emotionally, and academically from participating in music, theater, and dance. Additionally, research has found that school-based performing arts have the greatest impact on students from low socioeconomic backgrounds. Despite the many benefits of participation in the performing arts, the reality of our nation's current situation is explored and suggestions are provided regarding how to maintain the performing arts while adhering to a limited budget. Finally, this report outlines several suggestions for future research.

Book excerpt: Using data from the 1992 Survey of Public Participation in the Arts (SPPA92), research focused on the question: "Does arts education make arts participation more accessible to Americans?" The effects of both school-based arts education and community-based arts education were considered and compared. Art forms considered in this investigation were classical music, jazz, opera, musical plays or operettas, non-musical dramatic plays, ballet, other forms of dance, poetry, novels or short stories, visual art, and video programs about the arts or artists. Measures of arts consumption employed were live attending at arts performances (attendance); listening to radio broadcasts or audio recordings on record, tape, or compact disc (audio media); watching performances on television and/or using the videocassette recorder (video media); and reading print literature or listening to recordings of print literature (print media). The following are summarized research findings presented in this document. (1) Arts education was the strongest predictor of almost all types of arts participation (arts performances being the exception). Those with the most arts education were also the highest consumers and creators of various art forms. (2) The higher one's socioeconomic status (SES), the more arts education one received. The SES was more important to increased community-based arts education than for school-based arts. Men were only slightly less likely than women to take arts courses in school but much less likely to do so in community-based arts education agencies outside of school. White respondents reported much higher levels of community arts education than did Asians, African-Americans, or Hispanics. (3) The more one received of both school- and community-based arts education, the more one participated in arts as an adult, either through consumption or creation. The exception was in art performance where having received community-based arts education did nothing to predict arts performance, and receiving school-based education actually decreased the likelihood that individuals would continue to perform as adults. At stake is the viability of performing arts programs to continue to serve students in their pursuit of a liberal arts education.

Book excerpt: An important part of almost every student's high school experience is participation in an extracurricular activity. Many schools encourage their students to participate in these voluntary activities because they build skills that may not be taught in the classroom, but may be important in becoming successful in school and in the community. Extracurricular activities put students in leadership positions, teach them team work, and can instill a confidence in their abilities. Previous research has shown that participation in extracurricular activities in high school can affect labor market conditions and educational achievements, but few studies have differentiated the impacts of different types of extracurricular activities on earnings and educational attainment. This paper examines the academic and labor market effects of participating in a performing arts activity in high school. The arts are of particular interest because the No Child Left Behind Act of 2001 lists it as a core academic course. The core courses are believed to increase the academic attainment of students, and are eligible for increased federal funding based on "scientifically-based research" (Arts Education Partnership, 2005; Arts Education Partnership, 2006, p. 4). A major problem in program evaluation is the possibility of selection bias due to the non-randomized way individuals self-select into activities. To reduce the bias, a treatment effects model is estimated using the covariate matching technique. I use the 1979 National Longitudinal Survey of Youth (NLSY79) to test my hypotheses.

Results from over 3000 studies identified a major role for the arts in the prevention of ill health, promotion of health, and management and treatment of illness across the lifespan. The reviewed evidence included study designs such as uncontrolled pilot studies, case studies, small-scale cross-sectional surveys, nationally representative longitudinal cohort studies, community-wide ethnographies and randomized controlled trials from diverse disciplines. The beneficial impact of the arts could be furthered through acknowledging and acting on the growing evidence base; promoting arts engagement at the individual, local and national levels; and supporting cross-sectoral collaboration.

This report presents the findings of a RAND study sponsored by the Wallace-Reader's Digest Funds that looks at the process by which individuals become involved in the arts and attempts to identify ways in which arts institutions can most effectively influence this process. The report presents a behavioral model that identifies the main factors influencing individual decisions about the arts, based on site visits to institutions that have been particularly successful in attracting participants to their programs and in-depth interviews with the directors of more than 100 institutions that have received grants from the Wallace-Reader's Digest Funds and the Knight Foundation to encourage greater involvement in the arts. The model and a set of guidelines to help institutions approach the task of participation building constitute a framework that can assist in devising participation-building approaches that fit with an institution's overall purpose and mission, its available resources, and the community environment in which it operates--in other words, a framework that will enable arts institutions to take an integrative approach to building participation in the arts.
