Book The impact of market system development approaches The case of InovAgro in Mozambique

Download or read book The impact of market system development approaches The case of InovAgro in Mozambique written by Amare, Mulubrhan and published by Intl Food Policy Res Inst. This book was released on 2022-10-12 with total page 8 pages. Available in PDF, EPUB and Kindle. Book excerpt: Achieving sustainable agricultural productivity growth in sub-Saharan Africa remains a major development challenge (Abdul and Abdulai 2022; Magruder 2018).1 Low agricultural productivity in African countries is often attributed to lack of innovation, low adoption of yield-enhancing farm technologies, or both (Walker and Alwang 2015; Anderson and Feder 2004). Several studies show that the challenges to achieving sustainable and higher agricultural productivity arise mainly from market imperfections and frictions affecting the distribution of and access to new technologies and their adoption (Abdul and Abdulai 2022; Magruder 2018; Ragasa and Mazunda 2018; Duflo et al. 2008). In Mozambique, as in many African countries, the majority of rural households are subsistence-oriented and have relatively low levels of both agricultural productivity and market participation (Boughton et al. 2006; Benfica and Tschirley 2012; Benfica et al. 2014). To address these challenges, the Innovation for Agribusiness (InovAgro) project used a market systems development (MSD) approach. InovAgro is funded by the Swiss Agency for Development and Cooperation (SDC) and implemented by Development Alternatives (DAI Europe, Ltd.) in partnership with COWI Mozambique.

Book Access to markets for smallholder farmers in Alto Mol cue and Molumbo Mozambique Mid term impact evaluation of INOVAGRO II

Download or read book Access to markets for smallholder farmers in Alto Mol cue and Molumbo Mozambique Mid term impact evaluation of INOVAGRO II written by Hosaena Ghebru and published by Intl Food Policy Res Inst. This book was released on 2019-10-22 with total page 38 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Innovation for Agribusiness (InovAgro) project, which launched with its first three year phase in 2010, uses a market system development (MSD) approach towards the goal of increasing incomes of men and women small-scale farmers in northern Mozambique. InovAgro interventions promote improved agricultural productivity, participation in selected high-potential value chains and the development of inclusive and sustainable market systems, such that impacts are expected to last long beyond the termination of the project. This paper presents results from a midline quantitative impact evaluation of the second phase of the InovAgro project interventions (2014-2017). In it, we use a carefully designed and executed quasi-experimental study design to credibly attribute changes in market engagement and welfare of participating farmers to exposure to the InovAgro II project, identifying and testing in what respects the intervention was most successful, and what regard it had less impact. Although InovAgro II projects operate in 11 districts of Zambézia and Cabo Delgado provinces, this impact evaluation focuses on two districts in Zambézia province (Alto Molócue and Molumbo), and in terms of value chains, focuses on the soybean and pigeon pea high-potential value chains, while the InovAgro II project interventions focus on these in addition to maize, sesame and groundnut. A baseline survey was undertaken in 2015 covering the 2014/2015 agricultural season and a midline follow-up survey was conducted in 2017, covering the 2016/2017 agricultural season and reaching 1,749 households of the original 1,886 households interviewed in the baseline survey. Using difference-in-difference estimation and propensity score matching, we find that exposure to the InovAgro II project is associated with an increase in the proportion of households selling soybean and pigeon pea by approximately 5% and 16%, respectively (significant at the .01 level). Exposure to the InovAgro II project also results in significantly higher shares of smallholder farmers using improved seed for soybean and pigeon pea (an increase of 6% for soybean and 2% for pigeon pea). We find that the InovAgro II project is also associated with significant increases in access to agricultural output market information from formal sources (5%) and hired labor for farming activities (8%). Despite the significant impacts on short term outcome variables, exposure to the InovAgro II project had limited impact on long term outcome variables, such as on rural-urban migration as well as engagement in the non-farm sector (two proxies for assessing potential welfare implications of the project) however this finding is not surprising given the impact evaluation covers only two years-a short period of time to bring about the long-term impacts expected to eventually emanate from an MSD project.

Book Facing the Development Challenge in Mozambique

Download or read book Facing the Development Challenge in Mozambique written by Finn Tarp and published by Intl Food Policy Res Inst. This book was released on 2002-01-01 with total page 211 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study responds to some of Mozambique's basic development challenges and provides qualitative and quantitative insights for policymaking from an economywide perspective. The report highlights the importance of agricultural development showing agriculture's large sectoral multiplier effects and that applying scarce capital to agriculture is generally more effective than applying it to industry and services. A novel CGE model is developed and used in a series of analyses focused on the impact and design of economic policy. Issues addressed are aid dependency, biases in price incentives facing the agriculture sector, improvement in agricultural technology and marketing margins, risk-reducing behavior and gender roles in agricultural production, and food aid distribution. The study also provides a future perspective and analyzes the Mozambican economy using dynamic macroeconomic modeling techniques, demonstrating that sophisticated analytical tools can be of significant value, even in "data-poor" situations.

Book Facing the Development Challenge in Mozambique

Download or read book Facing the Development Challenge in Mozambique written by Channing Arndt and published by . This book was released on 2014 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Following Mozambique's economic collapse in 1986, the country began a wide-ranging process of reform, with the support of the international community. The diagnosis was of an economy that failed to maintain monetary control, consumed beyond its means, focused production excessively on nontraded goods, and relied on inefficient and inflexible microeconomic structures. Nevertheless, Mozambique was also at war. The pace of stabilization and structural adjustment quickened after 1992, when, concurrent with the demise of apartheid, civil strife finally came to an end. After more than 10 years of adjustment, the reform program has now been essentially implemented. Yet, this does not imply, as shown in this study, that sufficient conditions for sustained economic development are in place. Mozambique remains very poor, and even under highly optimistic assumptions about the future, the development process is set to last for decades. This report attempts to respond to some of the basic development challenges facing Mozambique and to provide both qualitative and quantitative insights for policymaking in the years to come. Throughout, the issues addressed are approached from an economy wide perspective. This study forms a part of the multicountry research initiative, Macroeconomic Reforms and Regional Integration in Southern Africa. This initiative covers six countries in the region and pays particular attention to the evaluation of the merits of alternative development strategies. The choice and design of an appropriate development strategy is by no means immediately evident for any developing country. However, for a country with abundant arable land and scarce human and physical capital, such as Mozambique, the role of agriculture in development is particularly interesting. In keeping with the focus on agriculture, a social accounting matrix (SAM) for 1995, with significant agricultural sector detail, was constructed as part of this study. The SAM contains 40 activities, including 13 agricultural and 2 food-processing activities, 3 factors of production, and 2 households (urban and rural). It captures two innovative but fundamental features of the Mozambican economy: high marketing costs for domestic, imported, and exported goods; and the significant prevalence of home consumption, particularly for rural households.

Book Agricultural public expenditures sector performance and welfare in Nigeria A state level analysis

Download or read book Agricultural public expenditures sector performance and welfare in Nigeria A state level analysis written by Mavrotas, George and published by Intl Food Policy Res Inst. This book was released on 2018-12-10 with total page 23 pages. Available in PDF, EPUB and Kindle. Book excerpt: Building on the work of earlier studies that looked at trends in and returns to federal public expenditures on agriculture in Nigeria, this paper explores spending patterns at the sub-national state level over a nine-year period, as well as trends in agricultural and economic performance and indicators of household welfare. Our examination focuses on two groupings of states – the full 37 state units of Nigeria (the 36 states, plus the Federal Capital Territory, Abuja); and the seven states that are the focus in Nigeria of the Global Food Security Strategy (GFSS) of the United States Agency for International Development. Sub-national agricultural spending as a share of aggregate agricultural spending in Nigeria is large, given the stronger role for sub-national governments in agriculture than is the case in other sectors. However, we find that the share of state-level expenditures on agriculture as a share of aggregate state-level expenditures is still relatively low, an average of 3.86 percent over the period 2007 to 2015. While the prioritization of agriculture spending varies greatly year by year, the variation over time does not have a discernible long-run upwards or downwards trend. We also find that agricultural expenditures are more capital intensive than are overall public expenditures at state level, but that capital expenditures as a share of total agriculture spending has decline over the last decade, as is the case overall in Nigeria’s industrial sectors. We conclude that efforts to strengthen state-level agricultural spending in Nigeria merits greater attention, while putting in place measures to ensure improved effectiveness in any such spending.

Book Food and Agriculture in Ethiopia

Download or read book Food and Agriculture in Ethiopia written by Paul Dorosh and published by University of Pennsylvania Press. This book was released on 2013-02-11 with total page 377 pages. Available in PDF, EPUB and Kindle. Book excerpt: The perception of Ethiopia projected in the media is often one of chronic poverty and hunger, but this bleak assessment does not accurately reflect most of the country today. Ethiopia encompasses a wide variety of agroecologies and peoples. Its agriculture sector, economy, and food security status are equally complex. In fact, since 2001 the per capita income in certain rural areas has risen by more than 50 percent, and crop yields and availability have also increased. Higher investments in roads and mobile phone technology have led to improved infrastructure and thereby greater access to markets, commodities, services, and information. In Food and Agriculture in Ethiopia: Progress and Policy Challenges, Paul Dorosh and Shahidur Rashid, along with other experts, tell the story of Ethiopia's political, economic, and agricultural transformation. The book is designed to provide empirical evidence to shed light on the complexities of agricultural and food policy in today's Ethiopia, highlight major policies and interventions of the past decade, and provide insights into building resilience to natural disasters and food crises. It examines the key issues, constraints, and opportunities that are likely to shape a food-secure future in Ethiopia, focusing on land quality, crop production, adoption of high-quality seed and fertilizer, and household income. Students, researchers, policy analysts, and decisionmakers will find this book a useful overview of Ethiopia's political, economic, and agricultural transformation as well as a resource for major food policy issues in Ethiopia. Book Private sector rice stocks in Bangladesh Estimates from the Bangladesh Millers and Traders Survey MATS 2018

Download or read book Private sector rice stocks in Bangladesh Estimates from the Bangladesh Millers and Traders Survey MATS 2018 written by Dorosh, Paul A. and published by Intl Food Policy Res Inst. This book was released on 2021-09-01 with total page 57 pages. Available in PDF, EPUB and Kindle. Book excerpt: Bangladesh has a complex rice value chain consisting of farmers, upstream paddy wholesalers and intermediaries, millers, and downstream rice traders, wholesalers and retailers. Each of these actors serve distinct functions and have lines of trade that affect their stock turnover in different ways. There is a lack of complete information on the volume of rice traded and stored by the private sec-tor. This leads to difficulties in the timeliness of requisite policy actions on the part of the govern-ment. When rice prices spike, the typical response has been to lay the blame at the feet of millers and traders. For the government, it is important to have a general picture of the level of private stocks in a given year to ensure appropriate adjustments in procurement, distribution and import de-cisions can be made to meet their food security and price stabilization objectives.
