Book excerpt: This open access book focuses on the importance that EU politicization has gained in European democracies and the consequences for voting behaviour in six countries of the EU: Belgium, Germany, Greece, Ireland, Portugal and Spain. Most of the studies which research the way the EU is being legitimised focus on the European Parliament elections. In this book we argue that to understand how EU accountability works, it is necessary to focus instead on national elections and the national political environment. Through a detailed, multimethod analysis this book establishes rigorously the paths of European accountability at the national level, its propitious contexts in the media and parliamentary debates, and whether the paths are similar from Greece to Germany. The findings have implications for both national and European Union democracy, underlining the importance that national institutions have in enabling citizens to hold the EU accountable.

Book excerpt: When direct elections for the European Parliament were first organized in 1979, the idea was that such direct elections would increase the democratic legitimacy and accountability of the Parliament. Moreover, the elections were expected to raise public interest, engagement and support for the European project. Did these elections help to increase legitimacy and accountability? Did they increase interest in and support for the 'European project'? Or, did these elections have unintended (and perhaps undesirable) consequences? This volume focuses on the consequences of European elections for public debate and involvement, for party systems, and for public opinion. EP elections have caused a number of intended consequences: the salience of the elections in the media has gone up and over time electoral competition becomes more important, engaging in the campaign can help improve EU evaluations, and Europe as a topic has become more important for voting at EP elections, boosting the prevalence of so-called EU voting. A number of intended consequences have not materialized during the life of the EP so far: knowledge or turnout levels have not gone up and citizens have not become better at judging what political parties are offering. The EP elections have, however, also yielded a number of unintended consequences: EP elections dampen turnout for first time voters in subsequent elections, EP elections cause temporary decline in EU support, and the elections have become a strategic arena for political parties to position themselves on EU issues and for new movements and parties to boost or sustain their success.

This volume explores and explains the actors’ strategic responses and emphasises that domestic pressure has triggered both depoliticisation and politicisation. Long gone are the times when EU decisions left citizens indifferent, and when the supranational was largely irrelevant for public opinion and electoral politics across the member states. Instead, a string of existential crises has struck and unsettled the Union over more than a decade. These crises have politicised Europe, tested the endurance and survival of the supranational system to its core, and put EU-level actors under unprecedented pressure. This volume explores how and why EU-level actors respond to the various, sometime competing, ‘bottom up’ demands, and challenges the view that domestic contestation necessarily limits EU-level room for manoeuvre. Instead, contributions show that domestic pressure can be perceived as either constraining or enabling, with responses, therefore, ranging from the restrained to the assertive. Driven by the survival of the Union, by the preservation of their own powers, and by different perceptions of domestic demands, actors will choose to politicise or depoliticise decision-making, behaviour and policy outcomes at the supranational level. The volume concludes that whilst domestic pressure triggers supranational responses, such responses should not be assumed to be restraining; they may equally be empowering including for European integration itself. At the same time, however, the already low rate of turnout in European elections has actually been declining. This powerful new study examines a seemingly paradoxical situation which has raised deep concern about the democratic deficit in the European Union. The authors analyse the concepts of participation, democracy, and legitimacy and their applicability at the European level and develop a typology of voter participation and abstention in the European context. Combining extensive new data from specially commissioned surveys in all 1994 member states with a searching review of the existing evidence, they provide a comprehensive account of the legitimacy of the European Union and examine the images of the European Parliament, citizens experiences of the 1994 campaign and their perceptions of the parties and the candidates. In an analysis that challenges existing interpretations, the institutional, demographic, and attitudinal sources of participation and abstention are fully explored. The study concludes by considering how participation and democratic representation might be enhanced, acknowledging forthrightly the obstacles and inherent limits that such efforts are likely to face.
