I chose as my subject "The School of the Future in the Spirit of Pes-talozzi," and I called this school an industrial school. What I had in my mind at that time I put in the form of a sermon, as suitable to the purpose of the hour and to the sacredness of the place. At that time I was not concerned with formulating logically my ideas, but rather with touching the hearts of my hearers and inspiring them with an old, but still unattained ideal. Manual work was introduced into the curriculum at the beginning of the present period of educational unrest; and, because it had no fixed traditions to hamper its progress, responded most fully to modem educational principles. When manual training was inaugurated in our schools, the public supposed it was to serve a practical industrial purpose; but the laity had not reckoned with the schoolmaster and school tradition. The teacher proceeded to make manual work a mental discipline rather than a practical utility, - a fallacious distinction long held by his craft. The new study was made into a set of formal exercises, rather than a group of interesting problems. The chief emphasis was laid on the practice of technique. The need of the child to express himself in manual activities that fulfill his desires was completely subordinated if not overlooked. Book excerpt: Excerpt from Facilities for Industrial Education The Newton, Lowell, and Somerville Independent Industrial Schools, of Massachusetts, are quartered in old schoolhouses which have been remodeled. See Fig. 4. This method of introducing industrial educa tion is good when the community is carrying on a small experiment or beginning in the work. The expense for rent of the factory or issue of bonds at a time when this might be burdensome to the community is avoided. School authorities are able to find out thru this kind of small beginning what should be done on a larger scale with any kind of train ing. An opportunity is given to prove the worth of the work before larger public funds are asked for. Public sentiment is created in favor of the new kind of education and the public becomes accustomed to the presence of the new kind of education and the need of its adequate support by the community. Abandoned schoolhouses, however, are poorly adapted to the work. The lighting is always poor; the rooms are not the right shape and size; the construction of the building is not adapted to the use of machinery; the building does not appeal to the children from any standpoint. Then for the second time came Hope; more solid Hope. Given a fairly early case, and three years, and recovery was in the offing. And so we went on cheerfully with Davos. But Davos was not for every one; nor was every case an early 'one. Then came the discovery that lower altitudes would do if certain conditions were obtained; and so arose the great sanatorium movement. But slowly we found that patients could not spend their lives in sanatoriums; and one day on making my way up to one of them in England, I met on the way patient after patient, slouching along, bored to death with themselves and with each other; and even worse in morale than in body. Better discipline and better notions of thera peutics mended some of that; still I could not forget those listless saunterers, and it became evident to some of us, however unwillingly, that Hope was drooping again. The sanatorium was doing a great educative work no doubt; but at the end of its four or six months - what then? To send the patient away with recommendations about light jobs, and a regime, was almost a mockery or quite. What about the wage, and the family to be supported? The next lesson was brought home to me by a visit with other commissioners to certain cities, concerning some such problems. Before me now I see a gaunt hollow-eyed man, coughing, and leaning against the wall as he tried to talk to us, saying that his mates when he came out of the sanatorium - good fellows as they were - had bought him a milk that he might creep round, and earn a bit. The brave wife, shawl on head and mill apron on, had just come from the factory, and apologised for the dirty house - as well she might. The poor thing was working all day at the factory to keep the wolf from the door. All being dragged down together into the pit! What is the value of a good house, or a clean house, if no wages! What is there for the children? And what is to stop the infection! Who then would have the imagination, the initiative, the business capacity, to lift this burden, like lifting a world? Draper, commissioner of education of the State of New York, established the fact that current school systems still confine themselves too exclusively to preparation for professional life; that, even where they have consented to consider the claims of commerce and of certain technical pursuits, the aim lies toward preparation for positions of management and control; and that neither in the elementary schools nor elsewhere do the trades and the industrial life of the people receive adequate attention. It is gratifying to note that this inadequacy is more and more keenly felt and that efforts to supplement it are becoming more and more pronounced among public-spirited citizens, among employers and workers, parents and educational leaders. We meet these efforts in the form of private and public trade schools, apprentice schools, continuation schools, industrial schools, and in a variety of provisions for so-called vocational guidance; most hopefully, however, in distinct propositions and experiments looking to a reorganization of the public school with a view of meeting this need without loss, but rather with gain, to other vocational interests and to general liberal culture. Among these experiments, the Elementary Industrial School of Cleveland challenges more than passing interest, not so much because of vastness of plan or results, but because of the direct bearing of its work upon certain fundamental shortcomings and traditional onesidednesses of current systems. Its organization was hastened by certain statistical data collated under the direction of Supt. W. H. Elson.
