Book excerpt: Starting with an introduction about discovering the coal-burning paddle steamers of the Humber in the early 1970s the book continues with a brief history of the ferries of the Humber Estuary, the coming of the first paddle steamer, the Caledonia, in 1814 and the rapid expansion of steamers operating on the estuary. It includes personal memories of those who worked on, used and loved the Humber ferries. It especially looks at the paddle steamers, Tattershall Castle, Wingfield Castle and Lincoln Castle, which became the last coal-burning paddle steamers operating a regular service in the United Kingdom. An appendix lists over 80 paddle steamers from the Caledonia of 1814 to the last of the line the Lincoln Castle identified as working on the Humber Estuary from published and archive sources. It includes the diesel powered paddle vessel Farringford which saw out the service in 1981 and also other vessels associated with the Hull to New Holland ferry.

Book excerpt: The Welsh Affairs Committee considers the impact of the Severn Crossings Toll on the economy of South Wales and beyond. The Severn Crossings are seen as a vital link for the people and business located in South Wales and beyond. In the Committee's view, while the Crossings, currently managed by Severn River Crossings Plc, bring many valuable benefits including reduced journey times and improved access to customers and suppliers, there is a perception that the high cost of the toll represents a barrier to business. The Committee found that much evidence about the toll's impact is anecdotal and recommends that empirical evidence should be gathered about the economic impact of the toll on both sides of the border. The report is also critical that the inflexibility of the Severn Crossings Act does not allow the toll to be reduced without the taxpayer bearing the cost and is disappointed that it has not proved possible for the Toll to be frozen for 2011. The report concludes that the end of the concession projected for 2017, provides an opportunity to re-examine the pricing policy for the Severn Crossings. The Committee argues that once the bridge returns to public ownership and its current debt is paid off, the cost of maintenance and toll operation will be a fraction of the current monies raised by the toll charges and concludes that there is a strong case for significantly reducing the cost of the toll.

Book excerpt: In this report the Transport Committee calls on the Government to publish a White Paper on its transport strategy, explaining in particular how spending on transport will deliver economic growth and development. Such a strategy must set objectives for all transport spending and explain the criteria Ministers will use to decide between different claims on limited financial resources. The report welcomes the commitment to undertake transport investment that will deliver sustainable growth and enterprise, including 'green' industries, balanced across all sectors and in a manner that will reduce regional disparities. Ministers must however ensure that this vision for transport investment is backed up by a pro-active and fully integrated economic development strategy. This is so far absent. The current Government has swept away the regional tier of planning and many institutions that played a key role in the development of strategic priorities for transport spending in support of economic development. This has created a vacuum that has left regions without the institutions and arrangements they need to plan and prioritise sub-national transport schemes and other significant transport infrastructure. The Coalition also needs a much stronger strategy for developing the UK's major ports and airports. The Government must also do more to correct regional disparities in transport investment. The Department for Transport's 'New Approach To Appraisal' process, which plays such a major role in deciding which transport schemes get Government funding, is highly controversial. Small schemes, including sustainable transport projects, may be cut disproportionately under new transport funding arrangements.
