Book excerpt: This paper provides descriptive evidence for a housing Phillips curve in Norway, suggesting a negative relationship between the ratio of inventory-to-sales and subsequent house price growth in the market for existing homes. We show that the negative relationship between inventory-to-sales and house price growth in Norway only holds at short horizons, consistent with short-term momentum in the Norwegian housing market. This is in contrast to the U.S. housing market, where the Phillips curve relationship and momentum effects persist over longer horizons. We also examine heterogeneity in the housing Phillips curve and momentum across Norwegian local housing markets and find that the housing Phillips curve is stronger in larger cities. Overall, our findings imply that the Norwegian housing market is less frictional than the U.S. housing market, with homes selling faster on average and house prices responding faster to shocks.

An initial descriptive analysis of the raw data indicates that a higher proportion of immigrant and Norwegian renters in 1980 became home-owners in 1990. Moreover, the MNL results indicate a convergence between the homeownership rate of immigrants and that of Norwegians over time. The decomposition analyses indicate that a greater part of the growth in homeownership among immigrants and Norwegians between 1980 and 1990 is due to residual, or homeownership propensity effect, while changes in endowment account for the narrowing of the gap between Norwegian and immigrant homeownership rates over time.

Book excerpt: Using a high-resolution housing transaction data set, we examine the relationship between price changes and the unsold rate in the Norwegian housing market within a Phillips curve framework. We find that price changes and the unsold rate are associated, but our results indicate a reversed causality, from price changes to the unsold rate. We interpret our findings in a framework based on micro-foundations in which households decide on the sequence of buying and selling, i.e. whether to hold two or zero houses in the transition period. Data on individual sellers and buyers support the hypothesis that the propensity to hold two houses is pro-cyclical.

The labour market is tight and wage growth robust, while labour shortages and job mismatches are high and rising. Inflation is falling but still way above the target of 2%. The fiscal stance is expansionary. It should become contractionary to support monetary policy. While Norway is one of the OECD’s most productive countries, productivity growth over the past decade has been weak. Making skills more relevant, notably by strengthening vocational education and training, could help raise productivity and ease tight labour markets. Higher and broader taxation of greenhouse gas emissions and investing in lower‐cost emission cuts would help achieve emission reductions more efficiently. Public spending as a share of GDP is the highest in the OECD, which brings important benefits in the form of high-quality public services. However, oil revenues are set to decline, and ageing costs to rise, foreshadowing strains on public finances in the future. Norway could benefit from applying a medium-term expenditure framework, introducing a spending rule, and establishing a full-fledged fiscal council. Reforming the very generous sickness and disability scheme could help reduce spending pressures and increase employment. Regional policy should become more cost-conscious. Infrastructure investment is very high, and imposing a minimum benefit-cost ratio on individual projects and strengthening ex-post evaluations could help improve its effectiveness. Norway may have to downwardly revise its expectations for wage growth if it is to avoid a significant loss of competitiveness and manage the transition to a less oil-dependent economy. Norway was able to afford very high wage growth in the past (notwithstanding the noted challenges in several sectors) thanks to good fortune in its terms of trade. Going forward, it would be prudent not to count on being fortunate twice: wage moderation would help build resilience in case of less favorable trends in international prices. It would also help facilitate the needed transition out of oil by supporting sectors that did not benefit from past terms of trade gains. Communication from the government can continue to help in managing public expectations. Fiscal policy plays a key role in promoting competitiveness and containing the spending effect of Dutch Disease. After a prolonged expansion of fiscal policy—partly enabled by large valuation gains of the sovereign wealth fund—it is now appropriate to gradually start tightening fiscal policy. The ongoing up-cycle provides an ideal setting to get started on structural consolidation, which will ultimately be needed to face to address aging pressures.
