Christopher Clapham explores how the Horn’s peculiar topography gave rise to the Ethiopian empire, the sole African state not only to survive European colonialism, but also to participate in a colonial enterprise of its own. Its impact on its neighbours, present-day Djibouti, Eritrea, Somalia and Somaliland, created a region very different from that of post-colonial Africa. This dynamic has become all the more distinct since 1991, when Eritrea and Somaliland emerged from the break-up of both Ethiopia and Somalia. Yet this evolution has produced highly varied outcomes in the region’s constituent countries, from state collapse (and deeply flawed reconstruction) in Somalia, through militarised isolation in Eritrea, to a still fragile ‘developmental state’ in Ethiopia. Book excerpt: This book examines post-secession and post-transition state building in Somaliland, Somalia, South Sudan and Sudan. It explores two intimately linked, yet analytically distinct themes: state building and national identity reconstruction following secession and collapse. In Somaliland and South Sudan, rearranging the state requires a complete metamorphosis of state institutions so that they respond to the needs and interests of the people. In Sudan and Somalia, the reconfiguration of the remains of the state must address a new reality and demands on the ground. All four cases examined, although highly variable, involve conflict. Conflict defines the scope, depth and momentum of the state building and state reconstruction process. It also determines the contours and parameters of the projects to reconstitute national identity and rebuild a nation. Addressing the contested identity formation and its direct relation to state building would therefore go a long way in mitigating conflicts and state crisis.

The study, which draws on the author's visit to Ethiopia in March 1987, reviews the destabilizing effects on the Horn of Africa of increasing Soviet activism; famine in Ethiopia and Sudan; rebellions in Ethiopia, Sudan, and Eritrea; and Somalian irredentism. The author believes that to alleviate the economic and political deterioration of the region, Western governments must join in setting up an international peace and mediation commission that would work toward (1) the acceptance by the countries involved of the de facto borders and arbitration of disputes; (2) the persuasion of foreign powers to cease support of separatism and dissidence; (3) a moratorium on arms shipments to the region; (4) the creation of an international group to monitor compliance with the peace process and human rights standards; (5) adherence by all donors to common criteria for the provision of emergency relief and development aid; and (6) increased regional economic development aid.

Book excerpt: Increased tensions along the Ethiopian- Eritrean border —in a context of internal political turmoil in Ethiopia, increasing political repression in Eritrea, and recent developments in Somalia —raise concerns of expanding instability in the strategically important Horn of Africa. Avoiding Conflict in the Horn of Africa urges the United States to take the risks and spend the resources necessary to resolve the Ethiopia-Eritrea border conflict and thereby reduce tension in the region. It argues that Washington should pressure Ethiopia to demarcate the border and Eritrea to lift restrictions on the UN peacekeeping mission that monitors the border. Washington must also make clear to both countries the costs of continuing to suppress internal dissent —and highlight the benefits of initiating real internal reform and regional cooperation. In addition, the administration should be prepared to cut bilateral assistance programs and enact sanctions if political conditions deteriorate further. Finally, the United States, international donors, and organizations should support long-term peace-building initiatives.
