Something in the "laying out" way is going on at Harpenden, and has awakened hostile criticism which is answered by writers to the local papers, who, in referring to picturesque ponds, speak of the advantages of "shapely sheets of water." Depend upon it such individuals would like to see such "shapely sheets" with concreted bottoms and nice, tidy, concrete edges. Laying out is fatal to natural beauty, and it is to be hoped that the Ealing District Council will not spoil, by any such process, the 30 acres of beautifully wooded park that, at a cost of 40,000l., they are acquiring for the public. A fourth of this sum is contributed by the Middlesex County Council, which is also about to assist the local authorities at Hanwell in securing for the sane inhabitants of that place a recreation ground. It is a pity that the authorities at Richmond cannot at once rescue from the builder the Marble Hill Estate, and the authorities at Twickenham, at least some part of, Eel Pie Island. This spot covered with villas, or worse still with "works," would entirely alter the character of the Thames scenery there. Indeed, all the wood and meadow land between Richmond Bridge and Twickenham should be secured, if the beauty of the Thames is to be maintained. The park at Ealing is around a fine house said to be erected by Inigo Jones. This building is to be preserved as a library, picture gallery and museum. To such purposes will be employed, when the necessary alterations are completed, Queen Elizabeth's hunting lodge at Chingford, which is destined to be the home of antiquities and curiosities specially associated with Epping Forest. The museum in course of construction at Stratford will, we imagine, be the resting-place of those relating to East London and the suburban parts of Essex generally. According to tradition, mentioned by Camden and others, the Saxon Palace of Edward the Confessor was situated at the further end of Westminster Hall by a Fore Court, still called Old-Palace Yard. William Rufus threw out from this the Great Hall, the Norman walls of which still sustain the noble roof of Richard II. This Hall with, as we may suppose, some accessory buildings formed the New Palace; it was being built, we know from the contemporary record of the Saxon Chronicle, in 1097. On either side of the near gable of the Great Hall were wings projecting some sixty feet. That on the river side was the Receipt of the Exchequer, which, Mr. Baildon has shown, occupied this site from the time of Edward III. at least, and which almost certainly goes back to the time of Henry I., if it was not contemporary with the Hall itself. Mr. Round states that the earliest mention of the Exchequer is made by William FitzStephen the biographer of Becket, who tells us that in 1164 John the Marshal was in London engaged "at the quadrangular table which from its counters of two colours, is commonly called the Exchequer... where also are held the King's Pleas of the Crown." Mr. Round has shown that although the Treasury was at Winchester in the twelfth century the convenient Receipt Office in Westminster ultimately absorbed its functions - "the evidence points to the gradual development of the Exchequer out of the Treasury under Henry I." A Chapel of St. Stephen had from an early time been the private chapel of the Palace - the Sainte Chapelle of Westminster. In the first half of the fourteenth century this was rebuilt at great cost. The best artists of the day were employed in sculpturing the stones and painting the walls and great windows; till the whole became the very crown of mediaeval art - a fairy story of romantic beauty. Book excerpt: Excerpt from The Home Counties Magazine, Vol. 13: Devoted to the Topography of London, Middlesex, Essex, Herts, Bucks, Berks, Surrey, Kent, and Sussex The task of selecting a few of the very numerous old London Coffee-Houses for the purpose of description in this article, is a difficult one indeed; we would like to write of them all, but with the limited space at our disposal, that, alas, is impossible. It is not necessary to trace at any length the gradual growth of the coffee-drinking habit; suffice it to say that one Jacobs, a Jew, was the first to establish a coffee-house, at Oxford, in the year of grace 1650. A striking example of the lack of enterprise in those days is afforded by the fact that his example was not followed until two years later, when a similar establishment was set up in St. Michael's Alley, Cornhill, by Pasqua Rossee, this being the first coffee-house in the City of London. The new drink took some little time to find favour with the public; it had to be tried, and its efficacy for the cure of headaches and other ills - that had been claimed for it - proved. But this once accomplished, the coffee-houses quickly sprang into favour, and by the time of Charles II they were to be found in great numbers all over the metropolis. They soon began to exercise an influence on public opinion; for men of all classes met under their hospitable roofs for the discussion of their several trades and professions, and to cultivate a spirit of social intercourse. At first they were distinctly cosmopolitan in their frequenters; merchants, actors, lawyers, doctors, literary folk, and even judges and "gentlemen of the road," are said to have rubbed shoulders there. Even the poorest, by the expenditure of a penny or two-pence, the price of a cup of coffee, could mix with the company and enjoy the conversation. A person desiring to meet another at that time, would not ask Adhere he lived, but what coffee-house he frequented.
