For millennia, these descendants of the original Aryan settlers were part of many different empires set up by Greek, Arab, Turkic and Russian invaders, as well as their own, most notably during the Middle Ages. The emergence of the modern state of Tajikistan began after 1917 under Soviet rule, and culminated in the promulgation of independence from the moribund USSR in 1991. In the subsequent civil war that raged between 1992 and 1997, Tajikistan came close to becoming a failed state. The legacy of that internal conflict remains critical to understanding politics in Tajikistan a generation later. Exploring the patterns of ethnic identity and the exigencies of state formation, the book argues that despite a strong sense of belonging underpinned by shared history, mythology and cultural traits, the Tajiks have not succeeded in forming a consolidated nation. The politics of the Russian colonial administration, the national-territorial delimitation under Stalin, and the Soviet strategy of socio-economic modernisation contributed to the preservation and reification of sub-ethnic cleavages and regional identities. In the thesis, it is argued that all of the three factors played an active and equal role in the emergence of the war and that in the case of the absence of any of these factors, the Tajik Civil War would not erupt. As such, none of the factors is considered to be the only player on its own and none of the factors is considered to be the basic result of other two factors.

Book excerpt: This book identifies the conditions under which foreign countries intervene in civil wars, contending that we should consider four dimensions of civil war intervention. The first dimension is the civil war itself. The characteristics of the civil war itself are important determinants of a third party’s decision making regarding intervention. The second dimension is the characteristics of intervening states, and includes their capabilities and domestic political environments. The third is the relationship between the host country and the intervening country. These states’ formal alliances and the differences in military capability between the target country and the potential intervener have an impact on the decision making process. The fourth dimension is the relationship between the interveners. This framework of four dimensions proves critical in understanding foreign intervention in civil wars. Based on this framework, the model for the intervention mechanism can reflect reality better. By including the relationships between the interveners here, the book shows that it is important to distinguish between intervention on the side of the government and intervention on behalf of the opposition. Without distinguishing between these, it is impossible to consider the concepts of counter-intervention and bandwagoning intervention.

The country exploded in a popular revolution against the long-time rule of Ali Abdallah Saleh. While the country appeared to slip toward civil war, Yemeni political elite rallied with international backers to put together a transitional government with a plan to revise the country’s constitution. The transitional government began with a cautious sense of optimism and the prospect of substantial change for the better, but ended in collapse because of a failure to govern. The politics of the street overran an ineffective transitional government that could not address the urgent concerns of Yemeni citizens for security and jobs. Instead, populist leaders exploited people’s dissatisfactions and threw the country into civil war. The Houthi organization covertly allied with its former enemy, Ali Abdallah Saleh, to overthrow the transitional government and declare war on the rest of the country. Saleh seems unable to conceive of life outside of the Presidential Palace and his Houthi allies appear to believe they are destined to rule. Unfortunately, those opposed to Saleh and the Houthi also seem unable to provide effective rule in spite of massive backing from the Gulf States. The incompetence, infighting, and incoherence of the Hadi government bode equally ill for the future of the country. The one hope may be that a new generation of Yemeni leaders emerges to displace the dismal failures of this one. This third edition of Historical Dictionary of Yemen contains a chronology, an introduction, appendixes, and an extensive bibliography.
