Using a host of new and neglected sources, Imperial Heartland revises the history of early South Asian immigration to Britain, focusing on the northern English city of Sheffield. Rather than viewing immigration through the lens of inevitable conflict, this study takes an alternative approach, situating mixed marriages and inter-racial social networks centrally within the South Asian settlement of modern Britain. Whilst acknowledging the episodic racial conflict of the early inter-war period, David Holland challenges assumptions that insurmountable barriers of race, religion and culture existed between the British working classes and non-white newcomers. Imperial Heartland closely examines the reactions of working-class natives to these young South Asian men and overturns our pre-conceptions that hostility to perceived racial or national difference was an overriding pre-occupation of working-class people during this period. Imperial Heartland therefore offers a fresh and inspiring new perspective on the social and cultural history of modern Britain.

At the heart of the book is a set of topics which have long attracted the attention of urbanists and urban historians all over the world: the growth and reform of urban local government, local-centre relationships, public health and pollution, local government finance, the nature of local social élites and of participation in local government. Approaching these topics through the concept of governance not only raises a series of new questions but also extends the scope of enquiry for the historian seeking to understand towns and cities all over the world in a period of rapid change. Questions of governance must be central to a variety of enquiries into the nature of the urban place. There are questions about the setting of agendas, about when a localised or neighbourhood issue becomes a big city or even national political issue, about what makes a ’problem’. Public health and related matters form a central part of the ’issues’ especially for the British; in North America fire and the development of urban real estate have dominated; in India the security of the colonial government had a prominent place. The historical dynamic of these essays follows the change from the chartered governments of the seventeenth and eighteenth centuries towards the representative regimes of the nineteenth and twentieth. However, such historical change is not regarded as inevitable, and the effects of bureaucratic growth, regulatory regimes, the legitimating role of rational and scientific knowledge as well as the innovatory use of ritual and space are all dealt with at length.

Its campaigning cartoon, which gives this book its title, showed the party wielding an axe towards the gates of Parliament, cutting through the special interests protecting the old system to aid the working classes. What followed was the remarkable transformation of a parliamentary pressure group into a credible governing force. The inter-war years were a crucial stage in the development of the Labour Party as it grew from pressure group status, to national opposition, to party of government. At the end of the Great War (1914-1918) Labour had a developing national organisation and a fledgling constitution. By 1922, it rivalled the war-ravaged Liberals as the party of opposition; a fact that was affirmed with the formation of the first minority Labour government in January 1924. The second Labour administration of 1929 collapsed amidst the whirlwind of the 'great depression' but the organisational basis of the party remained solid allowing Labour to reinvent itself over the 1930s. By the Second World War, the foundations had been laid for the landslide victory that brought in the Attlee government of 1945. Matthew Worley has written the first study dedicated solely to this crucial period in Labour's development. In an accessible style, he provides a comprehensive account of all aspects of the movement. Book excerpt: Public health policies had a profound impact on urban life in the late nineteenth and early twentieth centuries, yet relatively few people took an active interest in the formulation of these policies. In this book Marjaana Niemi examines the impact of different political aims and pressures on 'scientific' health policies through the analysis of public health programmes in two case studies, one in Birmingham and the other in Gothenburg. By examining early twentieth-century campaigns concerned with infant welfare and the prevention of tuberculosis, the book provides illuminating insights into the relationship between public health and the regulation of urban life. Not only does the book analyse the processes whereby different political aims became embedded in these 'apolitical' health campaigns, but it also highlights the important part that the campaigns played in urban politics and governance. The political aims which public health campaigns advanced are explored by comparing health policies in Britain and Sweden, where officials were part of one public health community, enjoying close links, attending the same conferences and contributing to the same journals. The problems they dealt with were often similar and in both countries health authorities claimed scientific grounds for their programmes. Yet the policies they pursued were often strikingly different. Through examination of two different national approaches, the book does justice to the full complexity of the policy-making process and illuminates the wide range of factors that affected municipal policies.
