Book excerpt: In my study I aimed to draw attention that in the Hungarian legal system however the prosecutor is playing a key role but has not exclusive power on accusation. The prosecutor, the substitute private accuser and the private accuser as well are able to initiate court trial procedure only by indictment which is competent to legal requirements. The indictment is indispensable condition of the sentencing but it is also determines the frame of the sentencing in accordance with subjective and objective meaning. I also liked to highlight what is the coherence between prohibition of accumulation of functions and requirement of impartiality.

Some Central and Eastern European countries are constituent members of the European Union, while others have been trying to harmonize with the EU and international requirements for a more democratic policing and developments in accordance with Western European and international policing standards, especially in regard to issues of legality and legitimacy. Changes in the police training system (basic and advanced), internationalization of policing due to transnationalization of crime and deviance, new police organizational structures and agencies have impacted new cultures of policing (from exclusively state to plural policing). This timely volume examines developments in the last two decade to learn the nature of these changes within Central and Eastern Europe, and their impact on police culture, as well as on society as a whole. The development of police research has varied widely throughout Central and Eastern Europe: in some countries, it has developed significantly, while in others it is still in its infancy. This work will allow for a transfer of ideas and models of police organization and policing is also need to be studies closely, with an aim to provide consistent and comparable data across all of the countries discussed. For the twenty countries covered, this systematic work provides: short country-based information on police organization and social control, crime and disorder trends in the last 20 years with an on policing, police training and police educational systems, changes in policing in the last 20 years, police and the media, present trends in policing (public and private, multilateral, plural policing), policing urban and rural communities, recent research trends in research on policing – specificities of research on police and policing (researchers and the police, inclusion of police researchers in policy making and police practice) and future developments in policing.

Book excerpt: The volume presents the changing situation of the Roma in the second half of the 20th century and examines the politics of the Hungarian state regarding minorities by analyzing legal regulations, policy documents, archival sources and sociological surveys. In the first phase analyzed (1945-61), the authors show the efforts of forced assimilation by the communist state. The second phase (1961-89) began with the party resolution denying nationality status to the Roma. Gypsy culture was equivalent with culture of poverty that must be eliminated. Forced assimilation through labor activities continued. The Roma adapted to new conditions and yet kept their distinct identity. From the 1970s, Roma intellectuals began an emancipatory movement, and its legacy is felt until this day. Although the third phase (1989-2010) brought about freedoms and rights for the Roma, with large sums spent on various Roma-related programs, the situation on the ground nevertheless did not improve. Segregation and marginalization continues, and it is rampant. The authors powerfully conclude: while Roma became part of the political community, they are still not part of the national one. These years saw Hungary rapidly switch from a post World War II democracy to a single-party dictatorship, a carbon copy of the Soviet Bolshevik system. Internationally, an intense East European Cold War developed within the global Cold War. Preparation for war with Yugoslavia (1948-53) led to an increase in the number of Soviet captive nations' soldiers never seen during peacetime. Only after Stalin's death in 1953 were these armies reduced. The educational system itself was also a copy of the Soviet pattern enforced by Soviet "advisers"-in which not talent or level of education but loyalty to Stalin was the only qualifying factor. Probably no other army in the world had so many generals and staff officers taught at only the elementary level.
