In particular, it reignited the debate about whether the country should rely on a professional army under direct royal control or local country militias made up of part-time soldiers. King James favoured the former, and used criticism of the militia’s performance during the rebellion to support his argument. Contemporary commentators and historians alike all certainly seemed to agree that the king’s victory was won in spite of - not because of - the militia. But is this a fair judgement? Drawing upon a wealth of information gathered from personal accounts, private papers, letters, financial records, diaries and memoirs, this book revisits the events of 1685 to assess the militia’s performance in helping to defeat the so-called ’pitchfork rebellion’. Through an extensive investigation into the militia itself, its social composition, role, training, armament and leadership the study sets a benchmark for what could have been realistically expected of these part-time soldiers, and then sets this against the actual tasks that were asked of it in 1685. The results that emerge from this exercise paint a very different picture of the militia’s role in the rebellion than has hitherto been accepted by historians. Judged by these criteria, a convincing case is made that the militia was in fact an efficient military organisation according to contemporary expectations and demands made of it. Criticisms of it, it is argued, stem more from political expediency than impartial judgment. As well as being of interest to military and social historians, this book demonstrates the dangers to all historians of taking at face value contemporary comments. It shows how subtle and interlocking forces, that may at first glance appear unrelated, can work together to colour opinions of events and organisations.

This critical edition presents a remarkable collection of 18 Restoration pamphlets dealing with the English occupation of Tangier. In an extensive original introduction, Karim Bejjit narrates the various stages of the colonial venture in Tangier, and critically analyses both the British historiography and current scholarship on the subject. He provides an alternative reading of the Tangier episode, emphasising the Moroccan point of view and the significance of the local political agency. At the same time, as the author argues in the introduction, so intertwined were the affairs of the colony and the home country in 1680 that the political crisis which was then unfolding in England cannot be fully explained without acknowledging the impact of dramatic developments in Tangier. Despite their generic diversity, as Bejjit shows, the pamphlets in this collection share a common interest in the affairs of Tangier, and reflect the changing circumstances and shifting politics at home and in the colony. In bringing together these long forgotten narratives, this edition revives critical interest in the colonial adventure in Tangier which had considerable influence on the political scene in England. Read collectively, the texts offer a genuine glimpse into the colonial scene and the interplay of forces which governed English presence in Tangier.

Book excerpt: From Gerald Ford's preemptive pardon of Richard Nixon and Donald Trump's claims that as president he could pardon himself to the posthumous royal pardon of Alan Turing, the power of the pardon has a powerful hold on the political and cultural imagination. In Theaters of Pardoning, Bernadette Meyler traces the roots of contemporary understandings of pardoning to tragicomic "theaters of pardoning" in the drama and politics of seventeenth-century England. Shifts in how pardoning was represented on the stage and discussed in political tracts and in Parliament reflected the transition from a more monarchical and judgment-focused form of the concept to an increasingly parliamentary and legislative vision of sovereignty. Meyler shows that on the English stage, individual pardons of revenge subtly transformed into more sweeping pardons of revolution, from Shakespeare's Measure for Measure, where a series of final pardons interrupts what might otherwise have been a cycle of revenge, to later works like John Ford's The Laws of Candy and Philip Massinger's The Bondman, in which the exercise of mercy prevents the overturn of the state itself. In the political arena, the pardon as a right of kingship evolved into a legal concept, culminating in the idea of a general amnesty, the "Act of Oblivion," for actions taken during the English Civil War. Reconceiving pardoning as law-giving effectively displaced sovereignty from king to legislature, a shift that continues to attract suspicion about the exercise of pardoning. Only by breaking the connection between pardoning and sovereignty that was cemented in seventeenth-century England, Meyler concludes, can we reinvigorate the pardon as a democratic practice.

When an epidemic outbreak occurs, the most physical and financial harm historically falls upon the people who can least afford it: the economically and socially marginalized. Where people live and work, how they commute and socialize, and more have a huge impact on the risks we bear during an outbreak. In The Rich Flee and the Poor Take the Bus, economist Troy Tassier examines examples ranging from the 430 BCE plague of Athens to the COVID-19 pandemic to demonstrate why marginalized groups bear the largest burden of epidemic costs—and how to avoid these systemic failures in the future. The links between epidemics and social issues—such as inequality, discrimination, and financial insecurity—are not always direct or clear. Tassier reveals truths hidden in plain sight, from the way population density statistics can be misleading to the often-misunderstood differences between risk and uncertainty. The disproportionate harm experienced by marginalized individuals is not the product of their own decisions; instead, the collective choices of society and the tangled web of interactions across people and communities leave these groups most exposed to the perils of epidemics. However, there is reason to hope. Utilizing a wealth of economic and population data, Tassier argues that we can leverage lessons learned from historic and recent outbreaks to design better economic and social policies and more just institutions to protect everyone in society when inevitable future epidemics arrive.
