Book excerpt: North Carolina has a dropout crisis--only two thirds of North Carolina high school students graduate. One reason this crisis has not received the attention it deserves is because the state was reporting badly inflated graduation rates (supposedly as high as 97 percent) until it finally adopted a more realistic reporting method earlier this year. This study documents the public costs of high school dropouts in North Carolina and examines how school choice could provide large public benefits by increasing graduation rates in North Carolina public schools. It calculates the annual cost of high school dropouts in North Carolina caused by lower tax revenue, higher Medicaid costs and higher incarceration costs. It then examines how competition from private schools raises public school graduation rates, and calculates the dollar value of the savings to taxpayers that would follow from increasing North Carolina's public school graduation rates by enacting even a modest school choice program. While state officials report a graduation rate above 70 percent, researchers from South Carolina and elsewhere place the rate just above 50 percent, with rates among minority students lower than 50 percent. South Carolina's graduation rate is the worst of all 50 states. This study documents the public costs of high school dropouts in South Carolina, and examines how school choice could provide large public benefits by increasing public school graduation rates. It calculates the annual cost of South Carolina dropouts caused by reduced tax revenue, increased Medicaid costs and increased incarceration costs, and documents the employment impacts that dropouts have on the South Carolina economy. It then examines how competition from private schools already raises public school graduation rates, and calculates the public benefits that would follow from increasing South Carolina's public school graduation rates by enacting a modest school choice program. Book excerpt: Five sister reports published by the Friedman Foundation over the past two years have ignored the relevant research literature in asserting that private-school voucher programs can reduce the social costs of dropping out while increasing graduation rates. The reports are state-specific, targeting five different states. But each report follows a parallel structure, arguing that the state in question overestimates its graduation rate, that the costs of dropping out are dramatic and that a private-school voucher program can increase graduation and address the dropout problem by generating competition. Yet the reports largely ignore the existing research literature on the personal and social benefits of educational attainment, the effects of school competition, and the factors associated with either completing or dropping out of high school. Further, each report does not provide sufficient information about how the author estimated the statistical claims made for each state, and the author fails to compare the alleged benefits of private-school vouchers with plausible alternatives, such as increasing public-school choice programs or improving graduation through other programs. State policymakers interested in increasing graduation would be better served by seeking out the available, well-researched scholarship on the topic. (Contains 15 notes and references.)
