The book reassesses the potential and prospects for the EU’s engagement with GCC countries based on the recalibration and reconciliation of both parties’ national and regional interests. Taking a thematic approach, each of the three sections of the book examines a key dimension of the relationship, its current status and its path forward.

Book excerpt: This paper reviews trade and financial relations between the European Union and GCC countries during the 1980s and 1990s. It examines to what extent economic relations have depended on oil prices and explores how much changing policies can affect future relations. Although much of the past and current emphasis has been on trade liberalization, the relationship arguably needs to be seen in a broader context. There are, for example, very specific educational, skills-related, and training needs in the GCC states in which there is already much European involvement, although not at the EU level. There is also considerable financial interdependence between individual European states and companies and Gulf governments. The 1989 Cooperation Agreement sets out to strengthen the relationship between the EU and the GCC and to ensure that the exchanges are covered on an inter-regional rather than a country-by-country basis. Overall, the preconditions are beginning to be put in place for more successful EU-GCC relations, especially since the new mandate was introduced in July 2001. There is a need for broader discourse, but this should not be at the expense of tackling current problems.

After the derailment of the negotiations for the Free Trade Agreement (FTA) in 2008, the cooperation between the two regional blocs has remained low-key in a number of different areas, while the unprecedented changes that have taken place in North Africa and the Middle East, the common neighbourhood of the EU and the GCC, have not led to a renewed, structured cooperation on foreign and security policy issues. This volume addresses the shortcomings and potential of EU-GCC relations by taking stock of their past evolution and by advancing policy recommendations as to how to revamp this strategic cooperation. In this light, it highlights the areas where greater room for manoeuvre exists in order to enhance EU-GCC relations, discusses the instruments available and sheds light on the features of the regional and international context that are likely to significantly influence the new phase in the mutual relation between the two blocs. The book is the result of the research conducted in the framework of the project ‘Sharaka – Enhancing Understanding and Cooperation in EU-GCC Relations’ co-funded by the European Commission.

Book excerpt: The EU and the GCC formalised their relations in 1988 with the signature of a Cooperation Agreement and the engagement in negotiations for a free trade agreement (FTA). Despite an ambitious framework, however, political and economic relations remain limited, as evidenced by the failure to conclude the FTA. Against this backdrop, and with the growing importance of the Gulf region's trade and investment relations with Europe and the geopolitical outlook of the Arab world, this paper analyses EU-GCC trade and investment patterns over the last two decades. The paper starts by providing a summary of EU-GCC relations. In the second section, it reviews patterns in bilateral trade and foreign direct investment, and goes on to assess both parties' interests and potential gains from concluding an FTA. Finally, it asks whether a free trade deal is likely between the regions and attempts to suggest avenues for strengthening economic and political cooperation.--

Dr Adel Abdel Ghafar is a fellow in the Foreign Policy program at Brookings and at the Brookings Doha Center, where he was previously Director of Research. Dr Silvia Colombo is Senior Fellow in the Mediterranean and Middle East and Italy's Foreign Policy programs at the Rome-based Istituto Affari Internazionali (IAI). She is an expert on Middle Eastern politics and in this capacity she is working on Euro-Mediterranean cooperation, EU-GCC relations, political and security developments in the MENA, conflict management and democratization, and gender and youth inclusion. .

Understanding why and how the EU engages in one of the most active fields of external relations is crucial. This book fills a gap in the literature by analysing motives on the modes – bilateralism, inter-regionalism, or multilateralism - of EU external trade relations towards regional organizations in Asia and Latin America outside of the WTO. In particular, it examines why the EU turned from interregional to bilateral external trade relations towards these world regions – a question that is, to date, under-researched. By developing and testing an original approach rooted in realist theorizing coined ‘commercial realism’, it examines systematically the explanatory power of commercial realism against liberal-institutionalist approaches dominant in the literature on EU external relations through five in-depth case studies.
