By providing working parents with lowcost, quality childcare within their communities, the program seeks to improve young children's diets, nutrition, and development, while enabling poor parents to engage in income-generating activities. Similar programs have been used throughout Latin America, but few have been carefully assessed. This report evaluates the program's implementation, its service delivery and quality, and its impact on beneficiary children and their families.

Book excerpt: Until recently the role of women's social status in determining their children's nutritional health went largely unnoticed. That is, until researchers began to ponder the Asian Enigma- the question of why malnutrition is much more prevalent among children in South Asia than in Sub-Saharan Africa, even though South Asia surpasses Sub-Saharan Africa in most of the principal determinants of child nutrition. This report uses data from 36 countries in three developing regions to establish empirically that women's status, defined as women's power relative to men's, is an important determinant of children's nutritional status. It finds that the pathways through which status influences child nutrition and the strength of that influence differ considerably from one region to another. Where women's status is low, this research proves unequivocally that policies to eradicate gender discrimination not only benefit women but also their children.

Unleashing the full economic potential of women is nevertheless still a curtailed issue in the region: just about half of women are unable to participate in paid work. The majority of the population out of the labor market is women between the ages of 24 and 45. This is the largest share of the available pool of unused human capital countries have, and where mothers of young children are concentrated. This book argues that more and better childcare constitutes a fundamental policy option to improve female outcomes in the labor market, but countries need to pay particular attention to the design and features of such services. First-rate educational programs will be useless if children are not enrolled or do not attend formal education centers. A large program expansion will be wasted if parents cannot enroll their children because they are unable to reach the center, don’t trust its quality, if the program is too expensive, or if work and care schedules are not compatible. Through an integrated framework applied to each country and an overview of the existing evidence, this book addresses the why and what questions about policy relevant instruments to achieve female labor participation. Parts I and II of the book lay out the motivation for Latin-American and Caribbean countries to act depicting their current situation both in terms of women’s labor participation and the use and provision of childcare services. Moreover, this book tackles the how question contributing to the incipient evidence about factors affecting the take-up of programs and demand for childcare services and other informal care arrangements. Part III of the book explores how to improve services and implement more and better formal, center-based care arrangements for young children. It looks at international benchmarks, discusses different experiences and proposes specific actions to solve potential inequalities in access to childcare.

Book excerpt: A positive agenda for achieving the Sustainable Development Goals by 2030 All 193 member nations of the United Nations agreed in September 2015 to adopt a set of seventeen "Sustainable Development Goals," to be achieved by 2030. Each of the goals—in such areas as education and health care —is laudable in and of itself, and governments and organizations are working hard on them. But so far there is no overall, positive agenda of what new things need to be done to ensure the goals are achieved across all nations. In a search of fresh approaches to the longstanding problems targeted by the Sustainable Development Goals, the Japan International Cooperation Agency and the Global Economy and Development program at Brookings mounted a collaborative research effort to advance implementation of Agenda 2030. This edited volume is the product of that effort. The book approaches the UN's goals through three broad lenses. The first considers new approaches to capturing value. Examples include Nigeria's first green bonds, practical methods to expand women's economic opportunities, benchmarking to reflect business contributions to achieving the goals, new incentives for investment in infrastructure, and educational systems that promote cross-sector problem solving. The second lens entails new approaches to targeting places, including oceans, rural areas, fast-growing developing cities, and the interlocking challenge of data systems, including geospatial information generated by satellites. This report lays out the recommendations of the UN Millennium Project Task Force on Education and Gender Equality. The Task Force recommends seven strategic priorities: strengthen postprimary education for girls while ensuring universal primary education; guarantee sexual and reproductive health and rights; reduce women's and girls' time burdens; guarantee property and inheritance rights; eliminate gender inequality in employment; increase women's participation in government; and significantly reduce violence against women. Action on these priorities will enable countries in every region of the world to achieve gender equality and women's empowerment by 2015.

Book excerpt: Bolivia s informal economic sector is the largest in Latin America, and women-owned businesses tend to be overrepresented in the informal sector and to be less profitable than firms in the formal sector. This study seeks to better understand gender-based differences in firms tendencies toward formality, the impact of formality on profits, and the productivity of small informal firms. Using data from firm surveys, national household surveys, and qualitative data from focus groups, the study conducts a gender analysis of formality and productivity in six different sectors in Bolivia. The findings shed new light on how gender-based differences contribute to a firm s decision to become formal and the consequences of this decision for profitability. The outcomes of the study suggest that policies should focus on increasing the productivity and scale of women-owned businesses. Two general priorities emerge: promoting women s access to productive assets to facilitate growth and productivity and providing an enabling environment for women s entrepreneurship by expanding women s choices and capacity to respond to market opportunities.
