Both Time and Fortune magazines have run recent cover stories about this constrained faction of the workforce, who tend to earn on average 40 percent less than full-time workers. Addressing this disturbing trend, Chris Tilly presents a current, in-depth analysis of how U.S. businesses use part-time employment, and why they are using it more and more. Worker demand for part-time jobs peaked more than twenty years ago, but employers' desires for cheap labor and schedule flexibility have continued to drive the long-term growth of part-time jobs. Tilly argues that this growth is a reaction to the expanding trade and service industries, which, by their nature, depend on part-time workers. Examining the nature and purposes of the different types of part-time employment, he explores the roots of part-time jobs in the organization of work, and the inadequacies of existing public policies on part-time employment. Using not only statistical analysis but over eighty interviews with employers in the retail and insurance industries, Tilly suggests new approaches to providing flexibility without insecurity.

Book excerpt: Contingent workers are those employed in jobs that do not fit the traditional description of a full-time, permanent job with benefits. Contingent work takes the form of part-time, temporary, and contract employment. The number of contingent workers in 1988 has been estimated at between 29.9 and 36.6 million, representing 25-30 percent of the civilian work force. Reasons to be disturbed about the growth and magnitude of contingent employment include the following: the potential negative effects on the overall economy; inequities in pay and health benefits and lack of workplace protections that many contingent workers experience; and potential burdens these inequities may place on the welfare system. Those employed in part-time work are disproportionately female, younger (16-24), or older (65+), and those employed in temporary work are disproportionately female, minority, and young. Growth in contingent employment has been motivated by structural shifts, avoidance of fringe benefits costs, and short-and long-run flexibility. Policy options include direct regulation of the quantity of contingent work, reduction of contingent workers by use of other forms of work arrangements to provide flexibility, and reporting by users of contingent workers to a regulatory agency. Empirical findings on job-satisfaction and personal happiness of part-time workers. Over the last decades, there has been a large increase of women in jobs and hence an increase in dual earner households. Consequently, a significantly higher amount of stress and pressure on men and women has been observed as it is difficult to combine the duties at work and at home which can reduce the overall quality of life and threat the work-life balance. For many people part-time work can be a solution to this problem especially in industrial nations. By definition, an employee works part-time if he regularly works fewer hours than a comparable full-time employee. The number of hours varies from state to state and institution to institution. However, there has been an increase in part-time work also in traditionally full-time professions. In Europe about 32% of all women and 8% of men work part-time, though this rate is lowest in eastern countries and highest in northern and western countries. In the USA about 23% of employees work part-time. But does part-time employment really increase the personal and work satisfaction? Why is the satisfaction higher or lower and what are benefits and disadvantages of part-time work? Moreover, what determines the satisfaction in part-time arrangements apart from influences of work and personal life?
