Malthus is known for his theories on the effect of population growth on an economy. THOMAS ROBERT MALTHUS (1766-1834) was an English classical economist, educated at Jesus College in Cambridge. In 1798, he took orders as a curate at Albury in Surrey, and became a Professor of History and Political Economy at the East India Company College (now known as Haileybury) in 1805. His most notable work is An Essay on the Principle of Population, with six editions published between 1798 to 1826.

Such a preparation, from some quarter or other, seemed to be necessary, to prevent those just discontents which would naturally have arisen, if the measure adopted had been attended with results very different from those which had been promised by its advocates, or contemplated by the legislature...

And yet, Malthus showed no less concern than Adam Smith for the labouring poor. In order to make full sense of such expression of concern and to appraise their relevance in Malthus’s work, we need to know what moral philosophy, what view of natural science, and what view of the "moral and political science" Malthus endorsed. This book reconstructs Malthus’s meta-ethics, his normative ethics and his applied ethics on such topics as population, poverty, sexuality and war and slavery. They show how Malthus’s understanding of his own population theory and political economy was that of sub-disciplines of moral and political philosophy. Empirical enquiries required in order to be able to pronounce justified value judgments on such matters as the Poor Laws. But Malthus’s population theory and political economy were no value-free science and his non-utilitarian policy advice resulted from his overall system of ideas and was explicitly based on a set of familiar moral assumptions. It is mistaken to claim that Malthus’s explanation of disharmony by reference to Divine Wisdom is extraneous to analysis and without influence on the theory of policy; it is true instead that theological consequentialist considerations were appealed to in order to provide a justification for received moral rules, but these were meant to justify a rather traditional normative ethics, quite far from Benthamite ‘new morality’.

This book is in honour of John Edward King who has an impressive publication record in the area of economic theory with specific interest in how economic thought in the past shapes current economic theory and enforces certain paths of economic policy and economic development. This book is divided into five themes based on King’s interests. The first theme looks at the challenge in trying to reclaim pluralism in economics. The second faces head-on the direct collision of mainstream economics with history of economic thought and heterodox economics. The third addresses classical economic ideas, their central influence in the past and how they can still primarily guide modern pluralist economics. The fourth examines Post Keynesian and Kaleckian economics with a view to providing a more coherent and extensive branch of heterodox economics. The final theme critiques the policy of neoliberalism that has entrenched itself in capitalist economies which have led to financial, industrial, labour, and behavioural/consumerist crises. This text aims to provide a clear path for pluralism to serve the economics discipline as its standard bearer, and to no longer be merely a heterodox challenge to the mainstream. This book is of interest to those who study history of economic thought, political economy and heterodox economics.
