Indiscriminate killing creates fear; targeted violence produces anger and a desire for vengeance; political status reversals spawn resentment; cultural prejudices sustain ethnic contempt. These emotions can become resources for political entrepreneurs. A broad range of Western interventions are based on a view of human nature as narrowly rational. Correspondingly, intervention policy generally aims to alter material incentives ('sticks and carrots') to influence behavior. In response, poorer and weaker actors who wish to block or change this Western implemented 'game' use emotions as resources. This book examines the strategic use of emotion in the conflicts and interventions occurring in the Western Balkans over a twenty-year period. The book concentrates on the conflicts among Albanian and Slavic populations (Kosovo, Montenegro, Macedonia, South Serbia), along with some comparisons to Bosnia.

Book excerpt: Today, more than fifteen years after the end of the wars that accompanied Yugoslavia's dissolution, the "Balkan question" remains more than ever a "European question". In the eyes of many Europeans in the 1990s, Bosnia was the symbol of a collective failure, while Kosovo later became a catalyst for an emerging Common Foreign and Security Policy (CFSP). In the last decade, however, the overall thrust of the EU's Balkans policy has moved from an agenda dominated by security issues related to the war and its legacies to one focused on the perspective of the Western Balkan states' accession to the European Union. This Chaillot Paper, which features contributions from authors from various parts of the region, examines the current state of play in the countries of the Western Balkans with regard to EU accession. It brings together both views from the Balkans states themselves and overarching thematic perspectives. For the first time the European Union has become involved in the formation of new nation-states that also aspire to become members of the Union. The EU's transformative power has proved effective in integrating established states; now it is confronted with the challenge of integrating new and sometimes contested states. Against this background, this paper makes the case for a concerted regional approach to EU enlargement, and a renewed and sustained commitment to the European integration of the Western Balkans.

Their rural sectors have lagged behind the rest of the economy in growth and poverty reduction, their agri-food sectors are undercapitalized and highly fragmented, and their agro-processing capacities limited. Agricultural trade deficits are widening, climate change is posing increasing risks to farm incomes, and low-cost imports and changing consumer preferences are further eroding competitiveness. Added to this scenario are the challenges and opportunities of adopting the EU 'acquis communautaire' relating to agriculture. Based on recent World Bank reports prepared in collaboration with the Food and Agriculture Organization of the United Nations and the European Commission Directorate General for Agriculture and Rural Development, 'The Changing Face of Rural Space: Agriculture and Rural Development in the Western Balkans' identifies what is constraining agricultural competitiveness in these countries, examines public expenditures in agriculture, and diagnoses key challenges for agricultural policy makers. The book expands on previous findings to provide a strategic policy framework for transforming and modernizing the agri-food sector and, in the context of region’s ongoing process of integration with the European Union, creating a dynamic rural space in the Western Balkans.
